Madhya Pradesh Invites Bids from Consultants to Analyze DISCOM Subsidy Demands

The Madhya Pradesh Electricity Regulatory Commission (MPERC) has invited bids from consultants to provide support for analyzing quarterly reports on subsidy demands raised by state distribution companies (DISCOMs) for the financial year 2026, as well as approvals sought for deviations from bidding guidelines and tariff adoption.
Selected bidders must provide consultancy services to MPERC for at least two years.
The last date to submit bids is April 7, 2026. Bids will be opened on April 8.
The scope of work includes reviewing retail supply tariff orders and subsidy orders issued by the Madhya Pradesh government, as well as analyzing the quarterly subsidy reports submitted to the Commission by state DISCOMs/Madhya Pradesh Power Management Company.
It also involves scrutinizing petitions seeking approval for deviations from bidding guidelines/model bidding documents/standard bidding documents in tariff- based competitive bidding for power procurement from conventional and renewable energy projects, along with the adoption of tariffs for these projects.
The scope of work further encompasses examining petitions/bidding documents and drafting orders for petitions seeking deviations from bidding guidelines.
Bidders must have provided consultancy services to state electricity regulatory commissions or power utilities for at least five years.
They must have assisted three electricity regulatory commissions in India with the analysis and evaluation of subsidy reports or the issuance of tariff/true-up orders for DISCOMs within the last two years.
They should have assisted electricity regulatory commissions, nodal agencies, or bid process coordinators in India for at least five assignments related to the tariff- based competitive bidding process in the past five years.
Bidders must have qualified personnel with the technical and financial skills, with at least three years’ experience in evaluating subsidy compliance and scrutinizing petitions under tariff-based competitive bidding.
They must also not have represented any DISCOM in Madhya Pradesh in the country within the past year.
Bidders must have a minimum net worth of ₹50 million (~$544,383) in the last three financial years.
They should have maintained an annual turnover of at least ₹100 million (~$1.09 million) during the last three financial years by providing consultancy services within the power sector.
If the successful bidders fail to complete the assigned tasks within the prescribed time frame, they will be subject to a penalty of 10% of the contract value.
Last year, MPERC withdrew 65 suo motu petitions initiated against various obligated entities for non-compliance with renewable purchase obligation targets.
