Moving Electricity to the Union List Could Improve Policy Implementation

Speaking on the sidelines of the Mercom India Renewables Summit 2026, held in New Delhi on July 1 and 2, Sri Venkatesh, Founding Partner at SKV Law Offices, suggested moving electricity from the Concurrent List to the Union List to improve the implementation of national policies. He said India operates a national grid, while generation and major policy decisions are increasingly driven at the central level. According to Venkatesh, placing electricity under central legislative authority could reduce differences in implementation across states and help address project-level issues more quickly.
