Military Engineer Services (MES) has floated a tender for the installation of a 1 MW rooftop solar power project at the Air Force Station, GE (AF) Sulur, Tamil Nadu.

The last date for the submission of bids is November 11, 2023. Bids will be opened on November 13.

Contractors who have not previously provided a standing security bond or deposit in any MES formation must submit an individual security deposit when their tender is accepted.

This deposit will be determined based on the tendered cost, following the MES’s guidelines for calculating Earnest Money Deposit with a 25% increase, capped at a maximum of ₹1.8 million (~$22,519).

The successful bidder must provide a performance bank guarantee within 28 days of receiving the Letter of Acceptance, which should be worth 5% of the contract sum.

For works carried out in MES, other central/state government, or PSU projects, the bidder must meet any of the following criteria:

• Have completed three works with a cost of not less than 40% of the estimated cost
• Have completed two works with a cost of not less than 50% of the estimated cost
• Have completed one work with a cost of not less than 80% of the estimated cost

Bidders should have an average annual turnover for the last two consecutive financial years of at least ₹60 million (~$720,618).

Additionally, they should have solvency of up to ₹20 million (~$240,226) or financial engagement capacity of up to ₹75 million (~$900,849), obtained from a nationalized bank.

Bidders must also demonstrate a working capital of not less than ₹3 million (~$36,033) obtained from a nationalized bank.

They must also submit an affidavit confirming the employment of at least one graduate engineer with a minimum of two years of experience or a diploma engineer from a government-recognized institution with a minimum of four years of experience.

In June, MES invited bids to develop a 1 MW solar power project at Gorakhpur Air Force Area In Uttar Pradesh.

Earlier this year, MES invited bids for developing three solar power projects of capacities 1 MW, 200 kW, and 130 kW at Niwaru, Bhakrota, and Jaipur military station, respectively, under Garrison Engineer (South) Jaipur.
