MES Issues O&M Tender for 1.7 MW Solar Project at Palam Air Force Station

Military Engineer Services (MES) has invited bids for comprehensive maintenance of a 1.7 MW solar project at Air Force Station Palam, New Delhi.

The last date for submitting bids is October 26, 2024. Bids will be opened on October 28.

The project’s estimated cost is ₹2.49 million (~$29,618).

This comprehensive maintenance contract aims to ensure optimal performance of the solar project at the Air Force Station through regular upkeep and timely repairs over the 270-day period.

Bidders must furnish an Earnest Money Deposit of ₹50,000 (~$594.7)

The scope of the work includes fortnightly cleaning of solar PV modules, checking electrical parameters, vegetation management, replacement of defective components, and overall operation and maintenance (O&M) of the 1.7 MW solar project.

MES-enlisted contractors must be classified as ‘Class E’ or above to be eligible for this tender.

Non-MES contractors are also eligible, provided they meet the Class ‘E’ enlistment criteria. All bidders must have experience in the maintenance of solar power projects.

Bidders must have completed at least one similar solar project of 80% capacity, two projects of 50% capacity, or three projects of 40% capacity of the tendered project size in the last seven years.

They must guarantee a minimum electricity generation of 2.565 million units per year from the project, with a 6% depreciation allowance.

Eligible solar power firms can bid as direct participants or through a Memorandum of Understanding (MoU) with contractors.

However, they are not allowed to submit bids for the same tender both as direct participants and through an MoU. Only one MoU will be permitted between an eligible solar power firm and a single contractor.

In June, MES invited bids to develop a 1 MW solar power project at Gorakhpur Air Force Area In Uttar Pradesh.

Earlier, MES invited bids for developing three solar power projects of 1 MW, 200 kW, and 130 kW at Niwaru, Bhakrota, and Jaipur military stations, respectively, under Garrison Engineer (South) Jaipur.
