Keltron Floats Tender for 1.5 MW Rooftop Solar Project in West Bengal

Keltron Equipment Complex, a unit of the Kerala State Electronics Development Corporation (KSEDCL), has invited bids to set up a 1.5 MW rooftop solar project at the Kalyani Layer Farm under the West Bengal Livestock Development Corporation (WBLDCL).
Bids must be submitted by March 5, 2026. Bids will be opened on March 7.
Bidders must furnish an earnest money deposit of ₹800,000 (~$8,797.44) and a tender document fee of ₹25,000 (~$274.92).
Successful bidders must submit a performance bank guarantee of 5% of the contract value, valid for the warranty period plus 90 days, and an additional 10% performance guarantee within 10 days of the letter of award, valid for five years as per the special conditions.
The scope of work includes the design, engineering, installation, commissioning, and comprehensive maintenance. It also includes obtaining approvals, arranging transportation, and supplying all equipment and civil and electrical works.
The scope also includes setting up power evacuation infrastructure, including transformers and switchgear, installation of energy meters and zero export meters, DG synchronization kit, weather monitoring station, earthing system, fire extinguishers, signage, and all related safety infrastructure.
Bidders must submit proof of prior work orders or completion certificates and demonstrate experience in arranging inspection and acceptance by end customers. Products offered must not be end-of-life or refurbished.
The tender specifies that only bidders empaneled with Keltron for solar project implementation in West Bengal are eligible to participate.
Financial eligibility requires bidders to have a positive net worth in any of the financial years 2023, 2024, and 2025.
The project must be installed and commissioned, followed by testing and achieving 15 days of satisfactory continuous operation before final commissioning approval. The overall completion period for the project is within 100 days from the date of the letter of intent.
Liquidated damages for delays are set at 0.5% of the order value for each seven-day delay, or part thereof, subject to a maximum of 5% of the order value. Performance-related liquidated damages are also defined at 0.5% per week, capped at 5% of the contract value.
In 2024, Keltron invited bids for a two-year comprehensive annual maintenance contract for a 1 MW solar power project at Ramakkalmedu, Idukki.
