Jharkhand Invites Bids for O&M of 47 Solar Mini/Micro Grids

The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids for five years of comprehensive operation and maintenance (O&M) of 47 solar mini/micro grids installed in the West Singhbhum district.
Bidders will also be responsible for repairing and replacing PCUs, modules, batteries, and other components.
The last date for submitting bids is August 24, 2024. Bids will be opened on 27.
The estimated cost of the project is ₹87.02 million (~$1.03 million)
Bidders must pay ₹11,800 (~$140.63) as the cost of the bid document and ₹150,000 (~$1,786) as earnest money deposit. Micro and small enterprises (MSEs) of Jharkhand in the manufacturing sector are exempted from paying both these charges
Bidders must visit the designated mini-grid sites before quoting rates and submit a completed site survey report as evidence of their visit, along with geo-tagged site photographs.
Failure to provide the declaration, site survey report, and geo-tagged photos may result in the bidder’s disqualification from the evaluation process.
The average annual turnover over the last three financial years must be at least ₹26.1 million (~$310,919), i.e. 30% of ₹87.02 million (~$1.03 million for general bidders).
For MSEs of Jharkhand, the turnover over the last three financial years must be at least ₹8.7 million (~$103,670), i.e., 10% of ₹87.02 million (~$1.03 million).
Bidders must have a positive net worth.
Bidders under the general category must have completed similar projects with any government organizations or public sector undertakings (PSU) in the last seven years, meeting one of the following criteria:
– Three similar completed projects, each costing at least 40% of the tendered value.
– Two similar completed projects, each costing at least 50% of the tendered value.
– One similar completed project costing at least 80% of the tendered value.
Bidders should have experience in designing, engineering, supplying, installing, and commissioning solar mini-grid or off-grid plants. Each work order and a successful completion certificate will be considered as one “similar completed work.”
For MSMEs of Jharkhand: Bidders must have completed at least one similar project costing at least 10% of the tendered value with a PSU or government organization in the last seven years.
Last June, JREDA invited bids to empanel agencies to install and commission 12 MW of grid-connected rooftop solar projects for residential consumers in the Giridih Municipal Area under the Solar City program.
