Jammu and Kashmir Seeks Consultants to Implement Renewable Energy Projects

Jammu and Kashmir Energy Development Agency (JAKEDA) has invited bids to hire consultants to implement solar power projects, along with wind, small hydro, biomass, and green hydrogen projects in Jammu and Kashmir.

The contract period will be three years, further extendable up to two years.

The overall scope of work involves end-to-end support from concept to commissioning, complete handholding, and support in the preparation, coordination, and execution of the solar power program for Jammu and Kashmir, including support on technical, financial, and regulatory matters.

The bidders must also provide consultancy services for all new initiatives the government introduces, such as biomass, bio-energy, wind, green hydrogen, geothermal, electrification of transport, small hydro, etc.

The last day to submit the bids is September 12, 2023. Bids will be opened the next day.

Bidders must furnish a bid bond of ₹2 million (~$24,061).

Bidders should have previously prepared a detailed project report or feasibility report for utility solar power projects for 200 MW and above in India for the government sector or multilateral agencies associated with the government during the last seven years.

They should have a total cumulative experience of bid process management for solar power projects of 100 MW or above in India for government or multilateral agencies during the last seven years with at least one project of 50 MW capacity.

Bidders should also have experience in third-party inspection of grid-connected rooftop solar systems for at least 500 buildings or 5 MW for government organizations, multilateral agencies, or under MNRE-sponsored programs in India during the last seven years.

They should have worked with at least two government or multilateral agencies in the solar sector during the last seven years.

Bidders must establish two regional offices (one each in Jammu and Srinagar) after engagement as a consultancy firm by JAKEDA with adequate technical workforce to provide the services across Jammu and Kashmir.

They should have an annual average turnover of ₹60 million (~$721,834) during the last three financial years.

Last year, the Administrative Council of J&K approved the installation of 200 MW of grid-connected solar systems on 50,000 residential buildings in Jammu under the Solar City Mission program, which would cost ₹10.4 billion (~$132.12 million).
