Italy Floats Tender for 1.04 GW Agrivoltaic Projects

Italy’s energy management agency Gestore dei Servizi Energetici (GSE) has invited bids for the second round of cumulative 1.04 GW agrivoltaics power projects.
Bids must be submitted by June 30, 2025.
The projects are expected to generate electricity of up to 1,300 GWh per year. They can receive incentives of up to €323.41 million (~$356.07 million).
The funding will be shared through a competitive process based on predefined capacity quotas.
Bidders who secured financing in the previous tender round are not eligible to reapply with the same projects.
GSE will also allocate €1.09 billion (~$1.2 billion) in unused funds from the previous tender round.
The projects must be completed within 18 months or by June 30, 2026. Failure to complete the projects on schedule will attract a 0.5% tariff reduction for each month of delay. If the project is delayed by more than nine months, it will lead to contract cancellation or a 20% tariff reduction.
Selected bidders must ensure that agricultural activity comprises 70% of the total area of the agrivoltaics system.
They must install solar modules 1.3 m above the ground in areas with livestock activity and 2.1 m in cultivation areas.
Bidders can avail themselves of capital grants of up to 40% of the costs and benefit from an incentive tariff, which will be paid during the project’s operational period.
Bidders must have a minimum annual financial turnover of €7,000 (~$7,706).
In 2024, GSE allocated 1.5 GW of capacity for agrivoltaics projects in the country’s first dedicated auction. The auction generated significant interest, with 540 projects approved from a pool of 643 bids, totaling over 1.7 GW of capacity submitted.
Under Italy’s National Recovery and Resilience Plan, €1.7 billion ($1.78 billion) was earmarked for renewable energy projects. The initiative exceeded its original target of supporting over 1 GW of capacity.
