Indian Oil Floats Consultancy Tender for Renewable Projects Across India

Indian Oil Corporation (IOCL) has invited bids from technical consultants for project management consultancy services to set up renewable energy projects at various locations across India.

The contract period will be for three years, with an estimated value of ₹198.6 million (~$2.38 million).

The last day to submit the bids is May 21, 2024. Bids will be opened on the same day.

The execution of renewable energy projects is planned to be carried out in a packaged lump sum turnkey format by engaging multiple agencies for different components as outlined below:

The scope of work includes preparing capacity sizing and tender documents, assisting in tender finalization, and selecting contractors. The selected consultant must oversee project management office tasks such as reviewing and approving drawings, documents, and data sheets and inspecting components and systems.

They must also supervise site operations, including inspection, construction monitoring, and overseeing project mechanical completion and commissioning. Monitor and manage operations and maintenance during the defect liability period.

They must discuss and negotiate project schedules, completion timelines, deviations, and contractor billing. Oversee the commissioning of the projects and closing all contracts within the specified scope and timeline.

Bidders must have provided project management consultancy services for at least 50 MW of wind and solar projects in the last seven years, including preparing detailed feasibility reports, design, and engineering, or reviewing design and engineering for the project developer.

Experience providing project management consultancy services for wind-solar hybrid projects of 50 MW or more installed capacity is also acceptable.

These services must have been provided to execute renewable energy projects, including those invited by renewable energy implementing agencies, power utilities, or state nodal agencies in India.

Bidders must have a minimum annual turnover of ₹38 million (~$455,365) in any of the last five financial years.

Recently, IOCL invited bids for an EPC contract for a 1 MW solar power project at Southern Region Pipelines in Chittoor, Andhra Pradesh.
