HPPCL Invites Bids for 13 MW Solar Power Projects in Solan, Haryana

Himachal Pradesh Power Corporation (HPPCL) has invited bids to undertake the design, supply, construction, erection, testing, commissioning, operation, and maintenance for eight years for solar power projects with a cumulative capacity of 13 MW at Maira and Dabhota II in Solan, Himachal Pradesh.

The last date for the submission of bids is April 12, 2024. Bids will be opened the same day.

Bidders have to pay ₹10,000 (~$120.31) as the cost of the tender document. They must also pay an earnest money deposit of ₹16 million (~$192,511.81).

The bidders’ responsibilities under the contract encompass the entire process from inception to completion of the commissioned project for HPPCL.

Bidders must cover all necessary equipment, materials, and services for the satisfactory operation of the solar system and its integration with the evacuation system provided by the state electricity authority.

They must have a minimum average annual turnover of ₹400 million (~$4.8 million) from operations, excluding other income, for the last three financial years.

Bidders should have access to financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, apart from any contractual advance payments, to meet a cash-flow requirement of ₹200 million (~$2.4 million).

Bidders should have participated as contractors, joint venture partners, or subcontractors in at least one contract completed within the last ten years from the bid submission deadline, with a value exceeding ₹240 million (~$2.8 million). The projects should have had a minimum capacity of 3.9 MW.

Alternatively, they should have completed two contracts, each with a value exceeding ₹160 million (~$1.9 million), with the projects having a minimum capacity of 2.6 MW each.

Under the third option, bidders should have executed three contracts, each with a value exceeding ₹80 million (~$962,462), with the projects having a minimum capacity of 1.3 MW each.

Bidders should have completed operational and maintenance of at least one year in one solar project with a minimum capacity of 3.25 MW within the last ten years.

Earlier, HPPCL floated a tender for agencies to conduct detailed topographical surveys of solar project sites across various locations in the state.
