HPCL Invites Bids for 1.2 MW Solar Power Project in Gujarat

Hindustan Petroleum Corporation (HPCL) has issued a tender for designing, supplying, installing, and commissioning a 1.2 MW ground-mounted solar power project at its Palanpur Vadodara pipeline in Gujarat.
Bids must be submitted by January 2, 2025.
The tender is open only to domestic bidders.
Bidders must furnish an Earnest Money Deposit of ₹1.75 million (~$20,572).
Selected bidders must design, engineer, procure and supply materials, and construct the project. They must also test, commission, and demonstrate the project’s performance, alongside laying an 11 kV transmission line for power evacuation.
Successful bidders must install the metering systems at the project and the load consumption sites and provide the associated civil works, permits, and licenses.
They must also sign a comprehensive operation and maintenance agreement with HPCL for 10 years. This contract will be structured as an initial five-year term with a five-year extension option.
Successful bidders must provide a contract performance guarantee of 10% of the total order value.
Bidders must have completed similar solar power projects within the last seven years, meeting one of the following criteria:
- One project valued at ₹63.68 million (~$748,610)
- Two projects valued at ₹39.8 million (~$467,881) each
Three projects valued at ₹31.84 million (~$374,300) each
The technical criteria for qualification are relaxed by 15% for the micro and small enterprises.
The cost of similar work will be adjusted to the current price level by enhancing the actual value of the work at a simple rate of 7% per annum.
Bidders must have the following average annual turnover during the last three financial years:
- ₹23.88 million (~$279,785) for non-MSE
- ₹20.298 million (~$238,610) for MSE
They must adhere to the domestically manufactured iron and steel policy.
Recently, HPCL Renewable and Green Energy (HPRGE) invited bids for the engineering, procurement, and construction packages of floating solar projects of 9 MW and 14 MW capacity in Rajasthan and 2 MW capacity in Andhra Pradesh.
In June, HPRGE invited bids for land and EHV transmission system packages for 600 MW solar power projects in Gujarat, Maharashtra, Andhra Pradesh, Rajasthan, Karnataka, and Tamil Nadu.
