Himachal Pradesh Power Corporation (HPPCL) has invited bids for the design, supply, construction, installation, and commissioning of a 12 MW solar power project at Bella Ludhiarchan in the Kangra district of the state.

The developer must also oversee the project’s operation and maintenance (O&M) for 12 years.

The last day to submit the bids is June 1, 2023. The bids will be open on the same day.

Bidders should submit an earnest money deposit of ₹13.2 million (~$159,434).

To be eligible as a contractor, joint venture partner, or subcontractor, the bidder should have experience executing one similar contract worth ₹198 million (~$2.4 million) in the last ten years from the bid submission date. The minimum capacity of the executed project should be 3.6 MW.

Alternatively, bidders should have executed two similar solar projects worth ₹132 million (~$1.6 million) each. The minimum capacity of solar projects must be 2.4 MW each, or they should have executed three similar solar projects worth ₹66 million (~$797,163) each. The minimum capacity of solar projects must be 1.2 MW each.

Also, the bidders should have completed the O&M works for one year for one solar project with a minimum capacity of 3 MW during the last ten years.

Additionally, the minimum average annual turnover of bidders should be at least ₹330 million (~$4 million) from operations excluding other income for the last three years.

Also, bidders must demonstrate access to or availability of financial resources such as liquid assets, unencumbered tangible assets, lines of credit, and other financial means, other than any contractual advance payments, to meet the cashflow requirement of ₹165 million (~$2 million) and the overall cashflow requirements for the contract and its current commitments.

In March this year, HPPCL invited bids to install and commission a 10 MW solar project at Aghlor in the Una district.

Earlier, HPPCL had invited bids to commission a 32 MW solar power project in Una, Himachal Pradesh.
