Haryana Floats Tender for 20 MW of Rooftop Solar Projects Under RESCO Mode

The project completion timeframe will be 12 months from the date of issue of the letter of award of contract

The Haryana Renewable Energy Development Agency (HAREDA) has issued a tender for 20 MW of grid-connected rooftop solar projects to be developed across the state. The bid-submission deadline is February 15, 2019.

The project size has been divided into three categories:

  • Category I consist of project in the rage of 50 kW up to 100 kW
  • Category II consist of projects in the range of 101 kW to 500 Kw
  • Category III consist of projects in the range of 501 kW to 1000 kW.

Bidders must also submit tariff levelized over 25 years as part of the financial bid.

The bidder must be a system integrator, project developer, RESCO company or a body incorporated under the Companies Act, 1956 or 2013. A single bidder must bid to develop a minimum of 2 MW of grid-connected rooftop solar projects across all the categories combined.

The successful bidders will be responsible for developing the grid-connected rooftop solar PV project and supplying power to the respective department or organization. Successful bidders will provide warrantee covering the rectification of any and all defects in the design of equipment, materials, and workmanship including spare parts for a period of 25 years from the date of commissioning.

Metering and grid connectivity of the rooftop solar PV system will be the responsibility of the successful bidders. The project completion timeframe will be 12 months from the date of issue of the letter of award of contract.

In the last week of 2017, Haryana came up with new guidelines for the installation of rooftop solar projects in the state. Under the new guidelines, rooftop solar systems for residential, institutional, and social sectors were to be eligible for Central Financial Assistance (CFA).

In India, rooftop solar auctions have resulted in strikingly low tariffs in the past few months. Case in point is Madhya Pradesh Urja Vikas Nigam Limited’s (MPUVNL) auction for 8.6 MW of grid-connected rooftop solar under RESCO II model. In this, a first-year rate of ₹1.38 (~$0.0186)/kWh, a new low in the central government buildings (CPSUs) and ₹1.63 (~$0.0220)/kWh for state government medical colleges was recorded.

In Indraprastha Power Generation Co. Ltd. (IPGCL)’s auction for 35 MW of grid-connected rooftop solar PV projects, “For Part A RESCO with project sizes between 25 kW to 50 kW, L1 tariff of ₹3.13 (~$0.04)/kWh was quoted, for Part B RESCO, with project sizes between 50 kW to 100 kW, L1 tariff of ₹3.15 (~$0.04)/kWh was quoted and  or Part C RESCO, with project size more than 100 kW, L1 tariff of ₹2.85 (~$0.04)/kWh was quoted.”

In January 2018, HAREDA had issued a tender for 50 MW rooftop solar to no avail.
