Haryana DISCOM floats EoI for 7 MW Solar Projects Under PM KUSUM

The Uttar Haryana Bijli Vitran Nigam (UHBVN) has invited expressions of interest (EoI) for 7 MW solar power projects under component -A of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) program.
The last date to submit bids is March 27, 2025. Bids will be opened on April 1.
Bidders must submit a tender fee of ₹5,900 (~$67.61) and a tender processing fee of ₹1,180 (~$13.52).
Bidders must submit ₹5,000 (~$57.30)/MW plus 18% GST as an application processing fee.
They must submit an earnest money deposit of ₹200,000 (~$2,292.18) and a bank guarantee of ₹100,000 (~$1,146.09)/MW guarantee.
The scope of work entails installations of decentralized ground/stilt-mounted grid-connected solar power projects on barren/ uncultivable and agricultural land within a 5 km radius of substations.
The successful bidder must construct a dedicated 11 kV line to connect the projects to the substation, including the construction of a bay and related switchgear at the substation at the interconnection point.
If more than one bidder is awarded projects for a single substation, they may set up a common transmission line.
UHBVN will facilitate the right way to lay the transmission line.
The project must be completed within eight months.
Each project must have at least 500 kW capacity and a maximum of 2 MW capacity. It will require a minimum of 4 acres of land/ MW.
On behalf of UHBVN, Haryana Power Purchase Centre (HPPC) will purchase the solar power generated from the projects at a levelized tariff of ₹3.11 (~$0.03564)/kW.
On behalf of UHBVN, HPPC will sign a power purchase agreement with the successful developers for 25 years.
Bidders must be farmers who own land or in partnership with a group of farmers/ cooperatives/ panchayats/ farmer producer organizations/ water user associations or through a developer.
Bidders must submit proof of access to sufficient funds amounting to 30% of the project cost.
Successful bidders must maintain a minimum capacity utilization factor of 21%.
In 2024, UHBVN invited bids for the design, engineering, procurement, supply, construction, erection, testing, and commissioning of 5.01 MW solar power projects under Component C of the (PM KUSUM program in Haryana.
