Gujarat Proposes Extending Banking Charge for Green Energy Open Access

The banking charge of ₹1.50/kWh will be valid until August 31, 2026

The Gujarat Electricity Regulatory Commission (GERC) has proposed extending the ₹1.50 (~$0.0157)/kWh banking charge under the green energy open access framework until August 31, 2026.

The Commission issued the draft Terms and Conditions for Green Energy Open Access (Fifth Amendment) Regulations, 2026, proposing that the banking charge specified under Regulation 17.6 will remain effective from the date of notification of these regulations up to August 31, 2026, or until an earlier date on which the Commission notifies such charges through a separate regulation.

Stakeholders have until June 20 to submit their feedback. The Commission has also scheduled a public hearing on stakeholders’ suggestions for June 22, 2026.

The Commission has proposed substituting Regulation 17.6 (viii) of the Principal Regulations, stating that the banking charge of ₹1.50 (~$0.0157)/kWh will remain in effect from the date of notification of the regulations until August 31, 2026.

The regulations will come into force on the date of their publication in the Official Gazette.

Earlier this year, GERC extended the applicability of the ₹1.50 (~$0.0159)/kWh banking charge under the state’s green energy open access framework until June 30, 2026.

Gujarat allows daily energy banking for solar projects between 7 AM and 6 PM, and monthly energy banking for wind and wind-solar hybrid projects. It also allows banking of 30% of the total monthly power consumption from the distribution company.

The Commission had first proposed green energy open access regulations in 2023, including provisions on banking and other open access charges, before notifying the final framework in 2024. The policy has since supported the growth of solar open access, with Gujarat emerging as one of the leading markets for such projects.

Gujarat was among the top states for solar open access additions in the first quarter of 2026, adding nearly 490.9 MW of the total 2.7 GW of solar open access capacity added, according to the Q1 2026 Mercom India Solar Open Access Market report.
