Gujarat Invites Bids for 400 MW/800 MWh Standalone BESS

The Gujarat Urja Vikas Nigam (GUVNL) has invited bids to set up a 400 MW/800 MWh standalone battery energy storage system (BESS) with an additional green shoe option of 400 MW/800 MWh.

The last date to submit the bids is October 16, 2024.

Bidders must submit a document fee of ₹29,500 (~$ 351.69) and a document processing fee of ₹1.5 million (~$17,880.38) + 18% GST.

They must also submit an earnest money deposit of ₹500,000 (~$5,956.85) and a performance bank guarantee for ₹1.25 million/MW (~$14,901.89/MW).

The scope of work covers setting up a BESS, with the primary objective of making the energy storage facility available to GUVNL for charging/discharging the BESS on an on-demand basis.

The selected bidder must set up BESS and its interconnection with the state transmission network.

Bidders may be offered the greenshoe option.

The BESS must be charged by drawing power from Gujarat Energy Transmission Corporation (GETCO) and injecting power to the GETCO network on dispatch instructions issued by SLDC in consultation with GUVNL.

GUVNL will provide the required power for charging BESS considering the minimum system efficiency as per the agreement.

Bidders must make BESS available for two operational cycles per day. They should also guarantee a minimum system availability of 95% on an annual basis.

They must pay liquidated damages twice the capacity charges for the capacity not made available.

Bidders must possess operational technologies to minimize the technology risk and to achieve timely commissioning of the projects.

The bidders’ net worth should be equal to or greater than ₹7.4 million/MW (~$88,217.99) of the quoted capacity as of the last date of the previous financial year or as of the day at least seven days before the bid submission deadline.

Recently, the GUVNL had invited bids to purchase power from 500 MW of grid-connected solar power projects (Phase XXV) to be set up anywhere in India, with a greenshoe option of an additional 500 MW.

In June 2024, Gensol Engineering won GUVNL’s auction to set up pilot projects of 250 MW/500 MWh standalone BESS in Gujarat under tariff-based global competitive bidding (Phase III).
