Gujarat Floats Tender to Procure Power from 250 MW Wind Projects

Gujarat Urja Vikas Nigam (GUVNL) has invited bids to procure power from 250 MW of grid-connected wind projects.

Bids must be submitted by May 26, 2026. Bids will be opened on May 29.

The Phase XI tender also has a greenshoe option for an additional 250 MW. These projects can be set up anywhere in India.

Bidders must furnish an earnest money deposit (EMD) of ₹1.3 million (~$13,709)/MW, a document fee of ₹25,000 (~$264) plus 18% GST, and a bid processing fee of ₹300,000 (~$3,164) plus 18% GST.

Successful bidders must submit a performance bank guarantee of ₹3.2 million (~$33,757)/MW at the time of signing the power purchase agreement.

The scope of work includes setting up the wind power projects, including the associated transmission network to connect with the central or state transmission utility network at their own cost. Bidders must also obtain all necessary approvals, permits, and clearances from central, state, and local authorities.

The minimum declared capacity utilization factor has been set at 25%. Bids offering a lower CUF will be rejected as non-responsive, and the EMD will be subject to forfeiture.

Bidders must have commercially established and operational wind technologies. They are also required to install and maintain GPS-enabled automatic weather stations in accordance with central government specifications and ensure data availability for load dispatch centers, in compliance with the Indian Electricity Grid Code.

Bidders must have a net worth of at least ₹12.7 million (~$133,931)/MW of the quoted capacity, based on financial statements for the year ending December 31, 2024, March 31, 2025, or December 31, 2025.

The wind turbine models must comply with the Approved List of Models and Manufacturers (ALMM Wind) issued by the Ministry of New and Renewable Energy.

Last December, GUVNL invited bids to set up 335 MW/670 MWh of standalone battery energy storage systems in Gujarat (Phase VIII).

In September 2025, GUVNL floated a request for selection to set up 250 MW of grid-connected wind power projects under Phase X, with a greenshoe option to procure an additional 250 MW at the lowest discovered tariff.
