GRIDCO Floats Consultancy Tender for 225 MW Floating Solar Project

The Grid Corporation of Odisha (GRIDCO) has invited bids to select a consultant to conduct an environmental and social impact assessment of a floating solar project.

The last date to submit bids is June 3, 2026. Bids will be opened on the same day.

Bidders must submit an earnest money deposit of ₹100,000 (~$1,054.65) and a performance security of ₹250,000 (~$2636.63).

They must also submit a tender fee of ₹11,800 (~$124.449).

The work concerns the development of the 225 MW Upper Indravati floating solar project and its associated evacuation infrastructure in Odisha.

GRIDCO plans to select solar developers to develop, operate, and maintain three 75 MW grid-connected floating solar projects at the Upper Indravati Solar Park. Along with the project, evacuation infrastructure up to 33/220 kV PSS and a 220 kV line from 33/220 kV PSS to the Mukhiguda Grid Substation will be developed.

The scope of work covers the preparation of an environmental and social impact assessment, an environmental and social management plan, a livelihood restoration plan, an indigenous people development plan, and a shareholder engagement plan.

It also entails preparing grievance mechanisms, a livelihood restoration framework, and a stakeholder engagement framework.

Based on the assessment and identification of affected persons, the selected consultant must prepare a livelihood restoration plan.

Bidders must have completed at least three environmental and social impact assessments, or three environmental impact assessment studies and three social impact assessment studies, in the renewable energy sector, including the transmission segment, in India, in the last five years.

They must have completed at least one indigenous peoples plan and at least one project that obtained free, prior, and informed consent in the last five years.

Bidders must have an average turnover from consultancy services of at least ₹10 crore in the last three financial years.

The project must be completed within 180 days.

GRIDCO is the nodal agency for the development of renewable energy projects in Odisha.

In 2025, GRIDCO invited bids for the development of a 225 MW floating solar power project at the Upper Indravati Reservoir, part of the Upper Indravati Solar Park in Odisha.

In the same year, it also invited bids to allocate water-surface areas at the Rengali Reservoir in Odisha for setting up floating solar projects for captive use.
