Germany Installs 3 GW Solar Capacity in Q2 2025, Down 12% YoY

Germany added 3 GW of solar capacity in the second quarter (Q2) of 2025, a 12% year-over-year (YoY) drop from 3.4 GW, according to data from the Federal Network Agency (Bundesnetzagentur).

Mercom reported that Germany installed 3.8 GW of solar power in Q1 2025, but the Federal Network Agency later revised this figure to 4.1 GW.

The country’s cumulative solar capacity reached 107.4 GW with the recent addition.

Germany added 977.8 MW of solar capacity in April, 1,145.8 MW in May, and 904.6 MW in June. The country recorded the lowest monthly installations in June this year.

The majority of the installations were located in Ausschließliche Wirtschaftszone, Baden-Württemberg, Bayern, Berlin, and Brandenburg.

Germany added a record 16,179 MW of solar capacity in 2024, up 7% YoY. However, installations have been declining ever since the Solarspitzengesetz law came into effect in February. The law has removed subsidies for solar projects when the electricity price is negative in the spot market.

Recently, Bundesnetzagentur awarded 488 MW of solar plus storage capacity in the latest round of its innovation tender for renewable energy projects. The awarded prices ranged from €0.05 (~$0.0589)/kWh to €0.0639 (~$0.0753)/kWh. The volume-weighted-average award price was €0.0615 (~$0.0724)/kWh, well below the maximum permissible price of €0.09 ($0.11)/kWh and also lower than the average of €0.0709 (~$0.0835)/kWh recorded in the previous round.

In April, Bundesnetzagentur awarded 2,638 MW of ground-mounted solar projects. Awarded prices ranged between €0.0399 (~$0.0457)/kWh and €0.0488 (~$0.0559)/kWh, with the average volume-weighted price settling at €0.0466(~$0.0534)/kWh. This is a slight decrease of 2% from the previous round’s average of €0.0476 (~$0.0545)/kWh.

In March, Bundesnetzagentur awarded about 317 MW of rooftop solar capacity against 143 bids received in the auction. The lowest awarded bid was at a tariff of €0.079 (~$0.085)/kWh, and the highest successful bid was €0.0969 (~$0.10)/kWh. The weighted average tariff was €0.0910 (~$0.098)/kWh.

According to Germany’s Renewable Energy Sources Act program, the cumulative solar installation target by the end of 2026 is 128 GW, 172 GW by 2028, and 215 GW by 2030.
