EPC Tender Issued for 1 MW of Rooftop Solar Systems and 1,000 Solar Streetlights

The Odisha Renewable Energy Development Agency (OREDA) has invited bids from engineering, procurement, and construction (EPC) contractors for the design, engineering, supply, installation, and commissioning of 1 MW of rooftop solar systems and 1,000 solar streetlights at 50 Odisha Aadarsha Vidyalaya premises across ten districts. The successful bidder will also have to take care of maintenance activities for five years.

Odisha Aadarsha Vidyalaya is a chain of schools planned to be set up at each of 314 block headquarters. These Adarsha Vidyalayas are fully day boarding schools providing free education from Class VI to Class XII. The schools are administered through Odisha Adarsha Vidyalaya Sangathan.

Each of the 50 grid-connected rooftop solar systems must be 20 kW in capacity with a net metering facility and 50% battery backup. In each school, 20 solar streetlights need to be installed.

The last date to submit the bids online is January 19, 2022. Bids will be opened on January 21.

The project’s estimated cost is ₹148.55 million (~$1.99 million).

The successful bidder will have to furnish an amount of ₹1.49 million (~$19,970) as a bid security deposit.

The tender is open to general category bidders and bidders who are local micro, small, and medium enterprises (MSMEs) and registered under the MSME Development Act, 2006 in Odisha.

Bidders must have valid test certificates of solar modules, inverters, batteries, and street lighting systems from the Ministry of New and Renewable Energy and Bureau of Indian Standards authorized test laboratories only.

They must have established high quality, environment management system, and information security standards and have ISO 9001 and ISO 14001 certifications for solar photovoltaic modules, inverters, batteries, and street lighting systems.

For Category A, bidders must have the experience of installing and commissioning rooftop solar systems in at least 100 schools recognized by the government of Odisha during the last five years.

They must have a good track record of maintaining solar power plants installed in Odisha for five years. They must have properly maintained the solar systems installed in the above 100 schools. The average functionality rate as of the last date of submission of the bids must be more than 90%.

In the last three financial years, the bidders must have an average annual turnover of not less than ₹60 million (~$805,484). They must have a positive net worth in the last financial year.

OREDA has stated that only indigenous manufactured solar modules should be used for the projects, and the module’s efficiency should not be less than 12%.

Earlier, OREDA had invited bids to install 1.47 MW of rooftop solar projects and 2,045 solar street lighting systems at 115 panchayat Samiti offices in the state.
