EESL Invites Bids for Supply of 1 GW DCR-Compliant Solar Modules

Energy Efficiency Services (EESL) has invited bids for a rate contract to supply ~1,000 MWp Domestic Content Requirement (DCR)- compliant crystalline 540 Wp and above solar modules across India.

The last date to submit bids is November 11, 2024. Bids will be opened on the same day.

The scope of work involves the supply of solar modules in five packages: North Region (240 MW), West Region (250 MW), South Region (160 MW), East Region (210 MW), and Northeast Region and Special Category Region (140 MW).

All regions must receive the modules within 10 days, except the Northeast and Special Category Region, where they must be delivered within 15 days.

Bidders must pay ₹25,000 as bidding document fees.

Bidders must pay an earnest money deposit of ₹100.8 million (~$1.19 million) for package I, ₹103.8 million (~$1.23 million) for package II, ₹67.2 million (~$799,163) for package III, ₹88.2 million (~$1.04 million) for package IV, and ₹60.2 million (~$715,916) for package V.

Bidders must have experience in manufacturing solar modules and should have manufactured and supplied the following quantities of crystalline-type solar modules in the last three years:

  • For Package I (North Region): 72 MWp
  • For Package II (West Region): 75 MWp
  • For Package-III (South Region): 48 MWp
  • For Package-IV (East Region): 63 MWp
  • For Package-V (Northeast & Special Category Regions): 42 MWp

If bids are submitted for more than one package, the experience requirement will be the sum of the experience requirements of all quoted packages.

Bidders must have an annual turnover during the last three financial years of at least:

  • For Package I (North Region): ₹1.51 billion (~$17.83 million)
  • For Package II (West Region): ₹1.56 billion (~$18.55 million)
  • For Package III (South Region): ₹1.01 billion (~$12.01 million)
  • For Package IV (East Region): ₹1.32 billion (~$15.69 million)
  • For Package V (Northeast & Special Category Regions): ₹903 million (~$10.73 million)

As a nationally registered vendor, EESL focuses on advancing the development of grid-connected rooftop solar projects with a capacity of 1 kW to 10 kW. The procurement may also serve solar projects with a capacity of over 10 kW.

In August 2024, EESL issued a tender for an annual contract to supply 2,000 MW of single-phase solar inverters across India.

In June 2024, the company invited bids for supplying DCR-compliant 2 GW of monocrystalline modules for solar power projects.
