India slaps anti-dumping duty on solar glass from China and Vietnam

India installed 1.9 GW of rooftop solar capacity in the first nine months (9M) of 2024, exceeding both the annual and 9M additions of all previous years. The period saw a nearly 45% year-over-year increase from the 1.3 GW installed in 9M 2023, according to Mercom India’s Q3 2024 India Rooftop Solar Market Report. Priya Sanjay, Managing Director, Mercom India, said, “The surge in rooftop solar capacity can be largely attributed to the growth in residential installations under the PM Surya Ghar program.”

The Indian Ministry of Finance has issued a notification imposing provisional anti-dumping duties on textured, tempered, coated, and uncoated solar glass imported from China and Vietnam. This decision follows a preliminary investigation opened by the Directorate General of Trade Remedies in February this year, which found evidence of dumping practices. The preliminary findings concluded that the subject goods were being exported to India from China and Vietnam at dumped prices.

Rajasthan has unveiled its Integrated Clean Energy Policy, 2024, with an ambitious target of achieving 125,000 MW of renewable energy capacity by the financial year 2030. The plan includes installing a capacity of 90,000 MW of solar power, 25,000 MW of wind and hybrid energy, and 10,000 MW of hydro, pumped storage, and battery energy storage systems. The policy will be in force until March 29, 2029, or until superseded. The state’s power distribution companies will allow rooftop solar capacity addition of up to 80% of the capacity of the distribution transformer in the area.

Bondada Engineering, a Hyderabad-based infrastructure engineering, procurement, and construction company, has secured a work order worth ₹1.08 billion (~$12.8 million) from the Bihar Renewable Energy Development Agency for a large-scale solar streetlight initiative. The project involves designing, supplying, installing, testing, and commissioning smart solar streetlight systems on existing electric poles across rural Bihar. The contract also includes a five-year comprehensive maintenance contract and the implementation of remote monitoring systems, according to a regulatory filing by the company.

The British International Investment, the United Kingdom’s development finance institution, has committed $33.5 million to India’s electric vehicle sector. This funding aims to strengthen the EV ecosystem, drive technological advancements, and address barriers to adoption, contributing to India’s energy transition and decarbonization goals. The investment by BII includes $15 million in debt financing for Everest Fleet, enabling the company to expand its EV portfolio by adding 1,300 electric vehicles across six cities, including Bengaluru and Delhi. This move is expected to create employment opportunities for drivers and boost zero-emission vehicle adoption in urban areas.

Kolkata-based Dynamic Services and Security has received an order from the Maharashtra government to set up a 1,800 MW solar module manufacturing facility at MIDC Villebhagad, Tal-Mangaon, Raigad district. The company will invest ₹10.8 billion (~$127.47 million) in the project, which is part of Maharashtra’s Package Scheme of Incentives (PSI) 2019. Maharashtra aims to encourage the establishment of industries in lesser-developed areas of the state by providing incentives under the PSI program.
