Daily News Wrap-Up: APTEL Rejects Rooftop Solar Consumer’s Tariff Plea
MNRE added 2,271 MW to the Approved List of Models and Manufacturers

The Appellate Tribunal for Electricity rejected an appeal by a rooftop solar consumer seeking enforcement of a tariff of ₹9.56 (~$0.11)/kWh for a rooftop solar system, as per an initial Power Purchase Agreement (PPA) signed on December 10, 2015. Instead, the Tribunal upheld a revised tariff of ₹5.67 (~$0.067)/kWh, as outlined in a supplementary PPA executed on March 21, 2017. The Tribunal said the petitioner had neither challenged the supplementary agreement nor demonstrated that it was signed under protest, rendering the revised terms binding.
The Ministry of New and Renewable Energy has updated the Approved List of Models and Manufacturers (ALMM) for solar photovoltaic modules, with the addition of a combined capacity of 2,271 MW by four manufacturers. The cumulative module manufacturing capacity under ALMM now stands at 62,765 MW. Bluebird Solar, Novasys Greenergy, ReNew Photovoltaics, and Saatvik Green Energy are the companies that added capacities.
The Ministry of Railways has floated tender to empanel qualified bidders for setting up 20 MW ground-mounted solar projects at Madhepura, Pandaul, and Rajnagar in Samastipur division of East Central Railway. The last date to submit bids is December 23, 2024. Bids will be opened on the same day.
Damodar Valley Corporation has invited bids to commission 234 MW of floating solar projects on the Maithon reservoir in Dhanbad, Jharkhand. The minimum individual project size must be 58.5 MW. The projects must have a capacity utilization factor of 25.34%. The developers must oversee the projects’ operation and maintenance for 10 years. The last day to submit the bids is January 7, 2025. Bids will be opened the next day.
State power distribution companies (DISCOMs) owed power generators ₹653.51 billion (~$7.71 billion) in total dues for the monthly billing cycle in November 2024, according to the Ministry of Power’s payment ratification and analysis portal PRAAPTI. The DISCOMs owed power generators ₹623.9 billion (~$7.41 billion) in October. The current outstanding dues, excluding the latest monthly dues of ₹408.16 billion (~$4.81 billion), are ₹245.45 billion (~$2.89 billion). The overdue before the trigger date is ₹242.17 billion (~$2.85 billion), after which the amount will increase by ₹3.27 billion (~$38.59 million) as the late payment surcharge (LPS) would apply.
The Indian Energy Exchange traded 818 million units (MU) of green energy during November 2024, a 331.8% increase from 189 MU in the same month in 2023. The Green Day-Ahead Market (G-DAM) achieved 793 MU during this month, with a weighted average price of ₹3.19 (~$0.038) per unit, compared to 182 MU in November 2023, registering an increase of 335.2% year-over-year (YoY). The Green-Term Ahead Market (G-TAM) traded 25 MW, with an average monthly price of ₹3.50 (~$0.041)/kWh for solar, ₹3.68 (~$0.043)/ for hydro, and ₹5.42 (~$0.064)/kWht for non-solar.
Abu Dhabi Future Energy (Masdar) has completed the acquisition of a 70% majority stake in Greece’s TERNA ENERGY in a deal valued at €3.2 billion ($3.3 billion) to support its European expansion strategy. The deal is the largest energy transaction in the history of the Athens Stock Exchange and one of the largest in the European renewables sector. The acquisition was conducted at €20 ($21.4) per share, and finalized following the receipt of all necessary regulatory approvals.
Serbia announced its second renewable energy tender for 424.8 MW of wind and solar projects, supported by a contracts-for-difference program for 15 years. The auction is for 300 MW of wind and 124.8 MW of solar projects. The bidders are allowed to quote a maximum tariff of €79 (~$83.54)/MWh for wind and €72 (~$76.135)/MWh for solar. The maximum capacity that can be bid for solar projects is 105 MW. The last date for submitting the bids is February 25, 2025.
