CREST Floats Tender for 1.5 MW Rooftop Solar Systems in Chandigarh

The Chandigarh Renewable Energy and Science & Technology Promotion Society (CREST) has invited bids for installing grid-connected rooftop solar systems with a cumulative capacity of 1.5 MW at government-owned residential buildings in Sectors 27 and 46.

The last date to submit bids is September 5, 2024. Bids will be opened the next day.

The scope of work includes a rate contract for the design, manufacture, supply, erection, testing, and commissioning, including warranty, operation, and ten-year maintenance of the rooftop solar systems with capacities from 2 kW to up to 5 kW.

Bidders must submit an earnest money deposit of ₹150,000 (~$1,787.37) and a tender document fee of ₹1,000 (~$11.91) plus 18% GST.

The validity of the contract will be for 12 months.

Bidders should have an average financial turnover of ₹9 million (~$107,242.87) in the last three financial years. They should also have a service center in or around Chandigarh within a radius of 50 km with qualified staff.

Only mono/bifacial solar modules of a minimum of 500 W and included in the Approved List of Models and Manufacturers should be used in the project.

Bidders should have also installed and commissioned at least a single grid-connected solar system of 50 kW or a cumulative capacity of 100 kW in India under any government or private sector. The tender provides an exception to manufacturers of solar cells or modules with an annual plant capacity of 25 MW.

Bidders must submit an undertaking regarding the minimum expected electrical energy generation of 1200 kWh per 1 kW system for the first year. The 1% decrease in minimum expected electrical energy generation due to the degradation factor of the modules will be allowed from the second year. A shortfall in the generated electrical energy output will be recovered at the rate of ₹10 per unit from their bill.

Bidders will receive a grid downtime benefit of 0.5 kWh for power outages between 9 AM and 4 PM.

In March this year, CREST invited bids to set up 50 MW grid-connected rooftop solar power projects on residential buildings.

In February this year, CREST awarded 4 MW capacity solar projects to four companies to build and operate grid-connected rooftop solar projects on government-owned residential buildings.
