CESL Invites Bids for Empanelment of EV Charge Point Operators

Convergence Energy Services Limited (CESL), a wholly owned subsidiary of Energy Efficiency Services Limited (EESL), has invited bids for the empanelment of electric vehicle (EV) charge point operators for the setup and maintenance of EV charging stations and/or battery swapping stations on a build, own, operate and maintain (BOOM) model.

The scope of work of the empaneled operators will include procurement, supply, installation, testing, commissioning, and operation and maintenance of the stations.

The last date for submission of bids is April 3, 2024. Bids will open on the same day.

Bidders are required to remit a non-refundable sum of ₹25,000 ($301.58) alongside an earnest money deposit (EMD) amounting to ₹2.6 million ($31,363).

New bidders must complete registration on the CESL portal by submitting a one-time registration fee of ₹5,000 ($60.31).

The successful bidder should furnish a performance security equivalent to 3% to 10% of the contract value.

Only Class-I and Class-II local suppliers, with minimum local content thresholds of 50% and 20%, respectively, are eligible to participate in the tender process.

Bidders must not have been subjected to blacklisting by any central/state/union territories government or public sector entities.

Both individual bidders and consortium members are required to demonstrate a minimum existence of three financial years.

Bidders are mandated to demonstrate successful execution or completion of “similar work” within the past three years, meeting specific criteria: either a single work order valued at no less than ₹102.8 million ($1.2 million), two work orders each valued at no less than ₹64.3 million ($775,643), or three work orders each valued at no less than ₹51.4 million ($620,032).

“Similar work” refers to the procurement, supply, installation, testing, commissioning, and operation and maintenance (O&M) of electric vehicle charging stations and/or battery swapping stations.

Bidders must showcase an average annual turnover over the last three financial years (FY 2020-21, 2021-22, and 2022-23) of at least ₹38.5 million (~$464,416).

The bidder’s net worth in the immediate preceding financial year must not be negative, and any erosion in net worth should not exceed 30% over the past three years, ending on March 31, 2023.

In November, CESL invited bids to select an operator for the procurement, supply, operation, and maintenance of 3,600 electric buses (e-bus) and the development of allied electric and civil infrastructure on gross cost contracting under Pradhan Convergence Mantri (PM)-eBus Sewa initiative.

Recently, CESL invited bids to select a managed service partner for the operations, management, maintenance, and security of 31 public service EV charging stations across Noida.
