Bids Invited for 1.2 MW of Rooftop Solar Projects in Goa

Goa Energy Development Agency (GEDA) has invited bids to design, supply, install, test, and commission 1.2 MW of grid-connected rooftop solar projects at North Goa and South Goa District hospitals.
The project must be completed within 180 days of the work order issuance. Selected developers must provide five years of comprehensive operation and maintenance service.
The project will consist of a 600 kW component at the North Goa District Hospital in Mapusa, Bardez, and a 600 kW component at Hospicio South Goa District Hospital in Margao, Salcete.
The estimated work cost at the North Goa District Hospital is ₹37.28 million (~$458,123). The South Goa District Hospital’s cost is estimated at ₹38 million (~$466,970).
The last day to submit the bids is October 20, 2022. Bids will be opened the next day.
Bidders must furnish an earnest money deposit of ₹1.5 million (~$18,439). They also must submit 0.2% of the estimated tender value or a maximum of ₹6,000 (~$73) towards the tender processing fee. Successful bidders must remit 3% of the total contract value as a security deposit along with acceptance of the offer letter.
The selected developers must take approval for each separate electrical connection for interfacing the project with electrical loads from the distribution licensee and state electrical inspector for interfacing with diesel generators during grid voltage failure. Net metering, as per the guidelines of the Goa Electricity Department, will apply.
The selected developers must submit a detailed structural design and drawings of all the sites at the GEDA office within 15 days of the acceptance of the work order. If the project is not completed on time or does not start within 30 days from the work order, the contract will be terminated.
They must ensure the minimum average expected electrical energy generation of 1,450 kWh per kWp system on the low-tension side for the first five years to achieve a 16.5% capacity utilization factor.
To be eligible, bidders should have commissioned grid-connected solar projects having a minimum capacity of 200 kW at a single location or two projects of 150 kW and a cumulative capacity of more than 1 MW during the last three years.
Bidders must have a minimum average annual turnover of ₹10 million (~$122,887). They must furnish a certificate from a chartered accountant mentioning the financial turnover for the last two years.
In March, GEDA issued a tender for the design, supply, installation, testing, and commissioning of grid-connected rooftop solar projects of 1.65 MW cumulative capacity atop various government buildings in Panaji.
According to Mercom’s India Solar Tender Tracker, GEDA has floated 219 MW rooftop solar project tenders in Goa.
