Bids Invited To Install 4.5 MW of Rooftop Solar Projects Across Punjab

Punjab Energy Development Agency (PEDA) has invited bids for the installation and commissioning of grid-connected rooftop solar systems with a cumulative capacity of 4.5 MW under the renewable energy service company (RESCO) model at various locations in the state.

The successful bidder will also have to take care of the operation and maintenance of the systems for 25 years.

The last date to submit the bids online is October 31, 2022. Bids will be opened the following day.

Bidders will have to submit ₹900,000 (~$10,862)/MW of the quoted capacity as an earnest money deposit. Within 15 days from the date of issuance of the allocation letter, the successful bidder should furnish ₹1 million (~$12,069)/MW as performance security.

The bidder may quote a levelized tariff for each category i.e., 15-50 kW, >50- 100 kW, >100-200 kW, >200 -500 kW, and >500 kW.

The tentative list of sites includes government offices, administrative complexes, canal rest houses, schools, fire stations, and dam areas.

The district-wise location and capacity of rooftop solar systems to be installed in the state is as below:

Bidders should apply for a minimum aggregate capacity of 2 MW and a maximum of 5 MW. Bids with a capacity of less than 2,000 kW will be rejected.

Bidders should have completed supply, installation, and commissioning of grid-connected rooftop or ground-mounted solar power projects of a minimum 50% (cumulative capacity) of quoted capacity in the last seven financial years for any state, central government agency, an autonomous body, or the private sector.

The net worth of bidders should be a minimum of ₹9 million (~$108,261)/MW of the quoted capacity as of the last date of the previous financial year.

The average annual turnover of bidders should be at least ₹18 million (~$217,242)/MW of the quoted capacity during the last three financial years.

They should demonstrate a line of credit for a minimum amount of ₹11.25 million (~$135,776)/MW of the quoted capacity for the last financial year.

The solar modules to be used for the project must be from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

The total solar array capacity should not be less than the allocated capacity and should comprise solar crystalline modules of a minimum of 250W and above wattage.

In June this year, PEDA invited bids to empanel vendors to install a cumulative capacity of 5 MW of grid-connected rooftop solar systems on government buildings in the state.

PEDA had earlier invited bids to develop 5 MW of grid-connected rooftop solar systems under the RESCO model on government buildings.
