With Sunset Date Looming, PM-KUSUM Meets Only 27% of Target

In all, 1.9 million beneficiaries have benefited from the program

The government’s ambitious program to solarize the agriculture sector has met only 27.2% of the 34,800 MW target so far, with the deadline less than four months away.

As of October 31, 2025, 9,466 MW of solar capacity has been achieved under all three components of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), according to data furnished in Parliament by the Minister of State for New and Renewable Energy, Shripad Yesso Naik.

Under Component A, 653.49 MW of solar projects have been installed. Under Component B, 917,275 solar pumps have been installed, while 984,993 pumps have been solarized under Component C.

 

Under Component C, 10,535 individual pumps and 974,458 feeders have been solarized.

The PM-KUSUM program comprises three components: the installation of small-scale solar power projects (Component A), the deployment of standalone solar-powered pumps (Component B), and the solarization of existing grid-connected pumps (Component C).

The total central financial assistance (CFA) for the three components is ₹344.22 billion (~$3.8 billion).

The PM-KUSUM program was launched in 2019 to enhance energy access, increase farmers’ incomes, and curb environmental pollution using solar energy. The program is valid until March 31, 2026.

Under Component A of the program, Rajasthan led the installations with 463.75 MW, followed by 100 MW in Himachal Pradesh and 52.13 MW in Madhya Pradesh.

Maharashtra topped the list of solar pump installations under Component B, with 457,638 installations, followed by 174,537 in Haryana and 110,898 in Rajasthan.

Under Component C, Maharashtra led with 568,760 pumps solarized, followed by 211,366 in Gujarat and 101,527 in Rajasthan.

To date, funds amounting to ₹70.89 billion (~$786.5 million) have been disbursed to implement the PM-KUSUM projects.

Under Component B of the program, farmers can avail CFA of up to 30% of the benchmark cost or the tender cost of the standalone solar pump, whichever is lower. The state government will provide at least a 30% subsidy.

Individual pump solarization projects under the program can avail CFA of up to 30% of the benchmark cost or the tender cost of the solar components, whichever is lower. The state government will also provide a subsidy of up to 30%.

Feeder-level solarization projects can receive a CFA of up to 30% of the installation costs, capped at ₹10.5 million (~$116,488)/MW.

Across the country, there are 1.9 million beneficiaries under the program, with 1 million in Maharashtra, followed by 223,746 in Gujarat and 212,783 in Rajasthan.

Increasingly, state governments have been issuing large-capacity tenders for solar projects under PM-KUSUM.

In June 2025, Madhya Pradesh issued a tender to develop 1.2 GW of solar projects under the feeder solarization component of KUSUM. In April of the same year, Jaipur Vidyut Vitran Nigam also floated bids for 1.2 GW projects under the program.
