Western Railway Invites Bids for 1.1 MW Rooftop Solar Systems

The Western Railway has floated a tender to install 1.1 MW rooftop solar systems at various locations in Bhavnagar.

The late date to submit bids is September 19, 2024.

The tender has been floated for an advertised value of ₹54.67 billion (~$651,377).

Bidders must submit an earnest money deposit of ₹423,400 (~$5,044).

The project must be completed within six months.

The scope of the tender covers the design, supply, erection, testing, and commissioning of the grid-connected rooftop solar systems. It also involves repairs, replacements, and comprehensive maintenance of the power supply system for five years.

The tenderer must have a minimum average annual contractual turnover of V/N or V, whichever is less, where V = Advertised value of the tender in crores of rupees and N = Number of years prescribed for completion of work for which bids have been invited.

Per the audited balance sheet, the average annual contractual turnover will be calculated as an average of “total contractual payments” in the previous three financial years. However, if the previous year’s balance sheet is yet to be prepared/audited, the audited balance sheet of the fourth previous year will be considered for calculating the average annual contractual turnover.

The bidders must have a valid electrical contractor license of an appropriate voltage issued by any state government under Indian Electricity Rules 1956 or as amended from time to time, and the same should be submitted along with the offer.

To be eligible, bidders must have completed either criteria within the last seven years:

  • Three similar works, each costing not less than the amount equal to 30% of the advertised value of the tender,
  • Two similar works, each costing not less than the amount equal to 40% of the advertised value of the tender,
  • One similar work costing not less than the amount equal to 60% of the advertised value of the tender

Besides work experience certificates issued by a government organization, work experience certificates issued by a publicly listed company having an average annual turnover of ₹5 billion (~$59.56 million) and above in the last three financial years, excluding the current financial year, will be considered. These companies must be listed on the National Stock Exchange or Bombay Stock Exchange and incorporated/registered at least five years before the tender’s closing date. The work experience certificate must be issued by a person authorized by the publicly listed company to issue such certificates.

In August 2024, the Bikaner Division — Electrical, North Western Railway floated a tender for a 2,068 kW grid-connected rooftop solar power system at railway residential quarters.

The North Western Railway also floated a tender for setting up 2.74 MW rooftop solar in Jaipur.
