West Bengal Invites Bids for O&M of 60 MW Solar Projects

The West Bengal State Electricity Distribution Company (WBSEDCL) has invited bids for the comprehensive operation and maintenance (O&M) of six ground-mounted solar power projects with a combined capacity of 60 MW.
Bids must be submitted by February 22, 2025. Bids will be opened on February 25.
Bidders must submit an earnest money deposit (EMD) of ₹1 million (~$11,479) and a performance bank guarantee of 10% of the total contract value.
The project’s estimated cost is ₹150.4 million (~$1.72 million).
Selected bidders must maintain six 10 MW projects in Dhaka I and Dhaka II in Birbhum, Santaldih and Chharrah in Purulia, and Sankrail in Jhargram districts.
The scope of work also involves maintaining the power evacuation systems at 33 kV, ensuring the projects’ security and efficient operation, record-keeping for maintenance activities, and assistance in training WBSEDCL personnel.
Delays or non-compliance with project requirements will attract penalties, including liquidated damages and forfeiture of the EMD for bid withdrawal or non-performance.
Bidders must have installed and commissioned a 10 MW grid-connected solar project. Alternatively, they must have executed a comprehensive O&M contract, including an annual maintenance contract for major equipment at a grid-connected solar power project, for at least one of the past seven years.
Bidders must demonstrate a minimum average annual turnover of 30% of the estimated project cost over the last three consecutive financial years.
Bidders must have a positive net worth and must furnish income tax returns for the last three assessment years. They must also submit the appropriate authority’s latest income tax clearance certificate.
Recently, WBSEDCL invited bids for engineering, procurement, and construction (EPC) services for a cumulative 20 MW ground-mounted solar project in Birbhum district, West Bengal.
