West Bengal Floats Tenders for 3 MW Rooftop Solar-BESS Projects

The West Bengal Green Energy Development Corporation (WBGEDCL) has issued three engineering, procurement, and construction (EPC) tenders for setting up grid-connected rooftop solar projects with battery energy storage systems (BESS), with a cumulative capacity of 3 MW, at government poultry farms in Coochbehar, Malda, and Nadia districts.

Bids must be submitted by February 27, 2026. Bids will be opened on March 2.

Each project has a solar capacity of 1 MW and includes a BESS.

Mekhliganj Layer Farm (Coochbehar district)

The Mekhliganj project involves a 1 MW rooftop solar project with a BESS rated at 0.5 MW/1.8 MWh.

The estimated cost of the project is ₹110.6 million (~$1.22 million).

Bidders must submit an earnest money deposit (EMD) of ₹2.21 million (~$24,460) and a tender document fee of ₹10,000 (~$111) plus 18% GST. The successful bidder must submit a performance security of 10% of the contract value.

Malda Layer Farm (Malda District)

The Malda tender consists of 1 MW of rooftop solar capacity and a 0.5 MW/1.8 MWh BESS. The estimated cost of the project is ₹110.6 million (~$1.22 million).

The EMD and tender document fee is ₹2.21 million (~$24,460) and ₹10,000 (~$111) plus 18% GST, respectively. Performance security is set at 10% of the contract value.

Haringhata Layer Farm (Nadia district)

The Haringhata project comprises a 1 MW rooftop solar project with a 0.5 MW/2 MWh BESS capacity. The estimated cost of the project is ₹113.7 million (~$1.26 million).

Bidders must submit an EMD of ₹2.27 million (~$25,150) and a tender document fee of ₹10,000 (~$111) plus 18% GST. Performance security is set at 10% of the contract value.

The scope of work includes the design, engineering, manufacture, procurement, testing, supply, installation, commissioning, and comprehensive operation and maintenance for five years from the date of commissioning.

The projects must be completed within 120 days from the date of site handover.

Bidders must have experience in executing at least one solar project of 0.5 MW capacity and at least one BESS project of a minimum 20 kW/40 kWh capacity for a government or public sector undertaking entity within the last five years.

Bidders must have a minimum average annual turnover equal to 30% of the estimated project cost and working capital of at least 30% of the estimated cost.

Liquidated damages of 0.5% of the contract value are applicable for every week of delay in completing the work, with a cap of 5% of the contract price.

In September 2025, WBGEDCL issued a tender for a 1.5 MW grid-connected rooftop solar project at Kalyani Layer Farm, Kalyani, Nadia district, West Bengal.
