WAPCOS, Power and Energy Consultants Win RUVNL’s Solar Consultancy Auction

WAPCOS and Power and Energy Consultants India have won Rajasthan Rajya Vidyut Utpadan Nigam’s (RVUNL) auction for consultancy services for preparing feasibility-cum- detailed project reports (DPR) for developing solar parks.
The tender was floated in September this year.
The two companies won the auction to prepare DPRs for a total capacity of 26.6 GW of solar parks. WAPCOS secured works for a capacity of 5.2 GW for a contract value of ₹12.39 million (~$39,848.41), and Power and Energy Consultants secured 21.4 GW for ₹42.61 million (~$480,812.15).
The auction included 5 GW capacity allotted to Joga, which was cancelled. As part of preparing the DPRs, selected bidders must carry out the following tasks:
- Topographic and geotechnical investigation of the land allotted to RVUNL
- Feasibility report with various business models /options/strategy/route for investment for techno-commercial viability of the park. This report must consider available land, basic infrastructure, evacuation possibilities, the future power market scenario, and government regulations. Selected bidders must assess the capacity of each solar park
- Reports based on the selected feasibility options and finer input data on engineering and other parameters. The DPRs must comprise technical and commercial analysis to understand the attractiveness, feasibility, risks, and mitigation plans for setting up the solar parks. The reports must meet the requirements of all financial institutions, and governmental and regulatory bodies
In July this year, RVUNL invited bids from consultants to design land banks to develop 34 GW of solar parks on government land.
In October this year, eleven companies won RVUNL’s auction to set up 1,000 MW/2,000 MWh standalone battery energy storage systems (BESS).
In the same month, RVUNL signed an agreement with Oil India to establish a joint venture company for developing 1.2 GW of renewable energy projects in Rajasthan. The proposed projects will include 1,000 MW of solar and 200 MW of wind energy, which will be developed within RVUNL’s Renewable Energy Park.
