UPNEDA Issues Tender for Solarization of 10,000 Agricultural Pumps

Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has issued a tender for the supply, installation, testing, and commissioning of distributed grid-connected solar PV systems to solarize 10,000 agricultural pumps under Component C-1 of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) program.

The last date to submit the bids is September 23, 2024.

Bidders must furnish an earnest money deposit in the form of a bank guarantee or demand draft of 2% of the estimated cost of ₹4.07 billion (~$485.677 million). They must also pay a tender fee of ₹ 11,800 (~$140.59).

They must also pay a performance security of 5% of the work order value.

The scope of work covers the solarization of existing grid-connected agricultural pumps and their comprehensive maintenance for five years..

The scope also covers creating a system to remotely monitor the systems’ performance post-installation. The contractor must submit online quarterly maintenance reports along with performance data of the solar systems to the Ministry of New and Renewable Energy() and UPNEDA.

Only solar modules manufactured in India and made with crystalline solar photovoltaic technology should be used.

Bidders should have valid test reports of complete system/various components issued from an MNRE authorized testing center or NABL accredited test lab.

In the last five years, bidders should have an average annual turnover as under:

  • For pump capacity of 3HP: ₹240.4 million (~$2.90 million)
  • For pump capacity of 5HP: ₹281.5 million (~$33.56 million)
  • For pump capacity of 7.5HP: ₹588.5 million (~$70.16 million)
  • For pump capacity of 10 HP: ₹111.8 million (~$1.40 million)

Bidders should have continuously supplied and installed the same or similar category products of the following capacities in the last five years to any central/state government organization:

  • For pump capacity of 3HP: 4,725 kW
  • For pump capacity of 5HP: 5,625 kW
  • For pump capacity of 7.5HP: 11,760 kW
  • For pump capacity of 10HP: 2,235 kW

The net worth of the bidders must be positive as of the last day of the preceding financial year.

In July, UPNEDA floated a tender for 3.205 GW grid-connected solar projects under the KUSUM program.

The Punjab Energy Development Agency recently invited bids to develop 264 MW of solar projects to solarize 75,000 grid-connected pumps.
