UPNEDA Invites Bids for 320 MW Solar Projects on Lease Land

The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has invited bids for 320 MW grid-connected ground-mounted solar power projects in eight locations in Jalaun, Uttar Pradesh.

The last date to submit bids is October 4, 2024. Bids will be opened on October 5.

UPNEDA will lease 1,292.46 acres of land to the solar developer for 30 years for the projects

The scope of work covers setting up the project on a Build-Own-Operate basis.

The project has been estimated at a contract value of ₹19.39 million (~$231,129).

Bidders must pay a non-refundable document fee of ₹29,500 (~$351.64) and ₹200,000(~$2,384)+18% GST as a document processing fee.

They must submit 2% of the estimated cost, i.e., ₹387,738(~$4,621.84), as an earnest money deposit.

The estimated cost will be calculated by considering the quantity of land quoted by the bidder and converting it to the MW capacity (i.e., by 4 acres/MW). The final cost will be derived based on further considering ₹40 million (~$476,800)/MW.

The land allotted to the successful bidder for setting up the solar plant will be based on the price quoted for a land lease per acre per year. After the allotment of land, the successful bidder will sign the land lease agreement with UPNEDA per the evaluation criteria.

Bidders must have completed at least one of the following:

  • Three similar completed works costing not less than the amount equal to 40% percent of the estimated cost or
  • Two similar completed works costing not less than the amount equal to 50% percent of the estimated cost or
  • One similar completed work costing not less than the amount equal to 80% percent of the estimated cost.

Bidders should not have less than ₹9.5 million (~$113,240)/ MW of the capacity quoted as net worth.

In the last seven financial years, they should have an annual turnover of ₹20 million (~$238,400)/ MW.

Bidders must submit a financial bid quoting the land lease price in ₹ / acre/ year for the applied capacity. The ₹/ acre/ year price must be quoted in multiples of 100 only beyond the minimum limit specified in the tender.

They cannot quote less than ₹15,000(~$178.8)/acre/year.

If the price quoted is the same for two or more bidders, then the bidder with the higher quoted capacity (in acres) will be ranked higher. The bidders with the same land lease charges and the same quoted capacity will be considered of equal rank/standing in the order.

The developer must arrange the power evacuation from the proposed 320 MW Solar power project on its own.

Recently, UPNEDA floated a tender for the supply, installation, testing, and commissioning of distributed grid-connected solar systems to solarize 10,000 agricultural pumps under Component C-1 of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) program.

Last month, it floated a tender for 3.205 GW grid-connected solar power projects under feeder-level solarization of PM KUSUM component C2 program.
