Karnataka’s Tumakuru Smart City Limited (TSCL) has issued a request for proposal (RfS) seeking solar power developers to install 1.2 MW of rooftop solar systems on government buildings in the city.

Interested bidders need to submit an earnest money deposit (EMD) of ₹600,000 (~$8,040) for the proposed capacity. The last date for the submission of bids is August 18, 2020.

The scope of work will include designing, financing, manufacturing, supplying, testing, installing, and commissioning the rooftop solar projects. The selected developer will also have to provide 25 years of operations and maintenance services. The projects must be installed on a discount over retail tariff basis.

To be eligible to participate in the competitive bidding process, applicants must have previously designed, supplied, and commissioned at least 1 MW of grid-connected solar power projects cumulatively in the last three years. Of this, at least 500 kW must have been grid-connected rooftop solar projects. Each rooftop project must have been at least 20 kW and should have been operational for 12 years before the bid due date.

The applicants are expected to have been profitable with a net worth of ₹20 million (~$268,007) over the last three years. They must also provide their audited annual reports for the previous three years along with their applications. Selected bidders must achieve financial closure within 45 days from the signing of the power purchase agreement.

India’s smart cities are going big on sustainability.

Recently, Karnataka’s Shivamogga Smart City Limited reissued a tender for the construction of 25 MW of canal-top solar projects. The tender was reissued with modifications to garner more interest from developers.

A little earlier, the Hubballi-Dharwad Smart City Limited invited bids for the development of nearly 340 kW of grid-connected rooftop solar PV projects for selected buildings in different locations owned by Hubballi-Dharwad Municipal Corporation.

Previously, the Tumakuru also floated another RfP for 1.86 MW of grid-interactive rooftop solar projects based on the RESCO model at various government buildings.
