Empanelment Tender for 20 MW of Residential Rooftop Solar Systems in Madhya Pradesh

Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company Limited (MPMKVVCL) has issued a notice inviting tenders (NIT) to empanel vendors to design, supply, erect, and commission 20 MW of residential rooftop solar systems. The implementation is part of Phase II of the Ministry of New and Renewable Energy’s (MNRE) Grid-Connected Rooftop Solar Program.

The project’s estimated cost is ₹817.40 million (~$10.77 million). Projects must be completed within two months from receiving the work order or 24 months from the issuance of the approval letter by MNRE, whichever is earlier.

Successful bidders must also provide five years of comprehensive operation and maintenance (O&M) service.

The last date to submit the bids is April 25, 2022. Bids will be opened on April 26.

Bidders must submit an earnest money deposit of ₹500,000 (~$6,593) and pay a tender processing fee of ₹23,600 (~$311).

The empanelled bidders must furnish a performance bank guarantee and an additional O&M performance bank guarantee, both calculated at 10% of the contract value per allocated capacity multiplied by the discovered cost within 30 days of the issue of the work order.

The selected vendor must make all necessary arrangements for evacuation and injection of surplus power into the grid at the interconnection points as agreed with the distribution companies (DISCOMs).

The project is divided into parts A, B, C, and D. Under part A, projects of 1 to 3 kW each, and under part B, projects of above 3 kW to 10 kW each are to be installed. Bidders can apply for a minimum aggregate capacity of 100 kW and a maximum of 700 kW. The total aggregate capacity for both the parts will be 7 MW each.

Under part C, projects of above 10 kW to 100 kW each, and under part D, projects of above 100 kW to 500 kW each must be installed. For part C, bidders can apply for a minimum aggregate capacity of 100 kW and a maximum of 300 kW, whereas for part D, the maximum aggregate capacity is 500 kW. The total aggregate capacity for both the parts will be 3 MW each.

Madhya Pradesh Proposed Capacity for Empaneling Vendors to Install 20 MW of Rooftop Solar Systems Under CAPEX Model

To be eligible, the bidders must have designed, supplied, installed, and commissioned grid-connected solar systems having an aggregate capacity not less than 100 kW. The bids of only those who qualify for the minimum technical eligibility criterion will be considered to determine the L-1 price.

The bidders should have an annual turnover or net worth of ₹5 million (~$65,933) in any one of the last three financial years preceding the bid deadline. Bidders must have a positive net worth at the end of the previous financial year.

Local Micro, Small, and Medium Enterprises (MSME) are exempted from the financial eligibility requirements.

The MNRE will provide central financial assistance (CFA) up to 40 % for rooftop solar systems up to 3 kW capacity. For rooftop systems of capacity above 3 kW and up to 10 kW, the CFA of 40% would be applicable only for the first 3 kW capacity, and for capacity above 3 kW, the CFA would be limited to 20%.

For group housing societies or residential welfare associations, CFA will be limited to 20% for installing the rooftop system to supply power to common facilities. The capacity eligible for CFA will be limited to 10 kW per house.

Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company (MPPKVVCL)  has issued a notice inviting tenders to empanel vendors to design, supply, erect, and commission 10 MW of residential rooftop solar systems in Indore.

According to Mercom’s India Solar Tender Tracker, 436 MW of rooftop solar tenders have been floated by various agencies in Madhya Pradesh.
