Tender Floated for 11 MW of Grid-Connected and Off-Grid Rooftop Solar Systems

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposal (RfP) for the standardization of rates and selection of contractors to design, engineer, supply, install, test, and commission grid-connected rooftop solar systems with or without energy storage and off-grid rooftop solar systems with energy storage aggregating to about 11 MW in Madhya Pradesh.

The selected contractors will also be responsible for the operation and maintenance (O&M) of the projects for five years from the date of commissioning.

The projects can either be grid-connected with a net metering facility or grid-connected systems for consumption within the premises with no power export.

The last date to submit the bid is May 13, 2022. Bids will be opened on May 17.

The project contract will be valid until June 30, 2023, and could be extended by one year with consent from both parties.

Bidders must submit a bid processing fee of ₹29,500 (~$386), including GST. They will also have to submit an earnest money deposit or bid security calculated depending on their bidding category.

Rooftop

The selected contractors must furnish a construction-performance bank guarantee (CPBG) of value equivalent to 5% of a work order value within 15 days from the letter of intent (LoI). The contractors are also required to furnish an operational performance bank guarantee (OPBG) of 15% of discovered project cost within seven days from the date of completion.

Bidders must have experience in design, engineering, supply, installation, testing, and commissioning, including comprehensive O&M for various sizes of projects under different categories for multiple projects in the last three years.

Rooftop 1

If work is delayed, the contractor will be charged liquidated damages at 0.625% of work value per week from the completion or extended date of completion, subject to a maximum of eight weeks of delay. If the work is not completed even after eight weeks, the work will stand canceled, and additional liquidated damages of 5% of work value will be levied. The maximum penalty will be 10% of the work value.

Earlier this month, MPUVNL issued an RfP to install 10.72 MW of grid-connected rooftop solar systems under the renewable energy service company (RESCO) model in Madhya Pradesh.

In November last year, MPUVNL invited bids from developers to install and commission 18 MW of grid-connected rooftop solar projects under the RESCO model.
