Telangana Invites Bids for 1.14 MW of Rooftop Solar Systems

Telangana State Renewable Energy Development Corporation (TSREDCO) has invited bids for installing and commissioning 1.14 MW of grid-connected rooftop solar systems on government buildings.

The projects will be developed under the Renewable Energy Service Company (RESCO) model.

The last date to submit the bids is March 2, 2023. Bids will be opened on March 4.

Bidders will have to submit ₹1.5 million (~$18,135) as an earnest money deposit. The successful bidder must furnish ₹1.5 million (~$18,135)/MW within 15 days from the letter of award as a performance bank guarantee.

TSREDCO will enter into a power purchase agreement with the successful bidders for 25 years.

The project must be completed within four months.

Only commercially established and operational technologies can be used to minimize the technology risk and to achieve the timely commissioning of the projects.

Bidders should have installed and commissioned a cumulative capacity of 1 MW of net metering projects or captive solar power projects in any one of the last three financial years.

They should have an annual turnover of ₹300 million (~$3.63 million) in any one of the last three financial years.

The declared annual capacity utilization factor (CUF) should, in no case, be less than 17%. The solar developer should maintain generation to achieve an annual CUF of a minimum 17% value until the end of the power purchase agreement duration of 25 years.

Solar modules with a minimum capacity of 250 W should be used for the projects, and the efficiency of modules should be at least 16%.

All solar modules should carry a performance warranty of >90% during the first ten years and >80% during the next 15 years. They should have a performance warranty of >97% during the first year of installation, with degradation of modules below 1% per annum.

Last September, TSREDCO invited bids to install and commission 16 MW of grid-connected rooftop solar systems on the cycling track along two stretches of the outer ring road of the Hyderabad Growth Corridor in Telangana.

Earlier, TSREDCO had invited bids to install and commission 3.07 MW of grid-connected rooftop solar systems of various capacities with net metering at 1,521 government schools across Telangana.

According to Mercom’s India Solar Tender Tracker, TSREDCO has issued tenders for 81.43 MW of rooftop solar capacity to date.
