TCIL Invites Bids for 2 MW Rooftop Solar-BESS Project in Mauritius

Telecommunications Consultants India (TCIL) has invited bids for the installation of grid-connected hybrid rooftop solar systems with a cumulative capacity of 2 MW, including a battery energy storage system (BESS) of 1 MWh (if applicable), on the island of Rodrigues in Mauritius.
The last date to submit bids is February 5, 2026. Bids will be opened on that day.
Bidders must submit a bid security of MUR285,000 (~$6,149), valid for 180 days from the bid submission deadline.
Successful bidders must submit a performance security guarantee equal to 10% of the total contract value within 15 days from the date of issue of the letter of acceptance.
The scope of work covers the supply, pre-installation works, installation of the mounting structures and solar modules, cabling works, testing, and commissioning of the projects.
Bidders should have an average annual turnover of at least MUR37.62 million (~$811,731) during the last three financial years. Their net worth should be positive as of December 31 of the last financial year.
Bidders should have a Profit Before Tax in two out of the last three financial years.
Bidders should have completed three similar works, each costing not less than MUR50.16 million (~$1.08 million), or two similar works, each costing not less than MUR62.7 million (~$1.35 million), or one similar work costing not less than MUR87.78 million (~$1.89 million) during the last seven years.
They should also have a minimum of two years of experience in the design, installation, testing, and commissioning of at least 200 grid-connected rooftop solar systems with a cumulative installed capacity of 1MW, or at least 20 grid-connected or off-grid rooftop solar hybrid BESS (if applicable) within the past two years.
Recently, TCIL invited expressions of interest (EoI) to select a consortium partner for implementing a 120 MW Solar project at Wobthang in Bhutan. The scope of work includes the design, supply, installation, testing, engineering, procurement, and construction of the solar project, with operations and maintenance requirements.
Earlier, TCIL had invited EoIs to develop 5 MW of rooftop solar power projects on public buildings on Rodrigues Island, Republic of Mauritius.
