TCIL Floats Tender for 5 MW Rooftop Solar Projects in Mauritius

Telecommunication Consultants India (TCIL) has invited expressions of interest (EoI) to develop 5 MW rooftop solar power projects on public buildings in the Republic of Mauritius and Rodrigues.

The last date to submit bids is August 16, 2025. Bids will be opened on the same day.

Bidders must submit an earnest money deposit of MUR295,000 (~$6,230.49).

The scope of work covers the supply, pre-installation works, installation of the mounting structure and solar modules, cabling works, testing, and commissioning of the projects.

Successful bidders must have executed similar works involving the supply, installation, testing, and commissioning of grid-connected rooftop solar power projects in the last seven years:

  • Three similar works of at least MUR69.6 million (~$1.46 million)
  • Two similar works of at least MUR87 million (~$1.8 million)
  • One similar work of at least MUR121.8 million (~$2.57 million)

The successful bidder must have at least five years of experience in the manufacture of solar modules.

Bidders must demonstrate the capacity to produce an annual current of at least 100 MWp for solar modules and inverters. They must also have manufactured solar modules and inverters for at least five years.

Successful bidders should have produced and sold at least 5,000 mounting structures annually over the last five years.

They must also have at least two years of experience in the design, installation, testing, and commissioning of at least 200 small-scale grid-connected rooftop solar power projects or a cumulative 1 MW installed solar capacity.

The minimum annual financial turnover of the bidders must have been MUR56.2 million (~$1.18 million) in the last three years.

In February, TCIL invited EoI to select a consortium partner to implement a 120 MW ground-mounted solar project in Bhutan. The project would be developed in Jamjee under Mewang Gewog in Thimphu, Bhutan, as a part of Druk Green Power Corporation’s tender.
