TCIL Floats Empanelment Tender for 150 EV Charging Stations

Telecommunications Consultants India (TCIL) has invited bids for the empanelment of charging point operators to commission electric vehicle (EV) charging stations at various locations in the national capital region on a revenue-sharing model.

The select operator should oversee the charging stations’ operation and maintenance for one year.

The work has been divided into two lots consisting of 50 and 100 charging stations, respectively.

The last date to submit the bids is July 18, 2023. The bids will be opened the next day.

The empanelment fee for lot one with 50 charging stations is ₹29,500 (~$359), while for lot two with 100 charging stations, it is ₹59,000 (~$718).

Operators empaneled for lot one should submit a performance security of ₹200,000 (~$2,436), and those selected for lot two should submit ₹400,000 (~$4,873).

Additional bank guarantee of ₹500,000 (~$6,091) or monthly expected revenue, whichever is higher, must be submitted once empaneled agency is allotted work for the charging stations.

The scope of work includes designing and implementing EV charging stations on allocated sites capable of charging two, three, and four-wheelers and e-rickshaws. The design should include provisions for battery swapping, and the power conversion system design should adhere to the guidelines issued by the Government of India.

TCIL revenue will be paid after the work is awarded, calculated based on the units dispensed multiplied by the agreed percentage of the highest sale rate per unit to the end customer.

For instance, if the meter records 100 units dispensed in a month, with the empaneled agency charging ₹15 (~$0.18)/ kWh from some customers and ₹12 (~$0.15)/ kWh from others, TCIL revenue will be calculated based on 100 units and the percentage of ₹15 (~$0.18)/ kWh.

Eligibility for Lot 1

The bidder should have commissioned and operated at least 20 public EV charging stations in the last seven years.

They should have an average annual financial turnover of ₹22.5 million (~$274,127) during the last three years. The limit for micro and small enterprises and startups is ₹18.7 million (~$227,830).

They should have a positive net worth as of the last financial year and be profitable in two out of the last three financial years.

Eligibility for Lot 2

The bidder should have commissioned and operated at least 40 public EV charging stations in the last seven years.

They should have an average annual financial turnover of ₹45 million (~$548,255) during the last three years. The limit for micro and small enterprises and startups is ₹37.5 million (~$456,879).

They should have a positive net worth as of the last financial year and be profitable in two out of the last three financial years.

Earlier, The Uttar Pradesh Power Corporation invited bids to set up and operate 58 EV charging stations across all its 33/11 kV substations and DISCOMs across multiple districts in Uttar Pradesh.
