<a href="https://sjvn.nic.in/" target="_blank" rel="noopener">SJVN</a> announced that it had entered into an engineering, procurement, and construction (EPC) contract with Larsen &amp; Toubro (<a href="https://www.larsentoubro.com/" target="_blank" rel="noopener">L&amp;T</a>) for the 90 MW Omkareshwar floating solar project in Madhya Pradesh. Recently, the renewables arm of L&amp;T was <a href="https://mercomindia.com/daily-news-wrap-up-mnre-extends-timeline-solar-cpsu/" target="_blank" rel="noopener">awarded</a> an EPC order to develop a 90 MW floating solar power project at the Omkareshwar dam reservoir.  
The Ministry of New and Renewable Energy (MNRE) has <a href="https://mnre.gov.in/img/documents/uploads/file_f-1672312127192.pdf" target="_blank" rel="noopener">granted</a> a timeline extension until March 31, 2024, for solar and wind-solar hybrid power projects whose bid submission deadline was on or after April 10, 2021, and whose scheduled commissioning date is before March 31, 2024. This extension will not be available to projects whose power purchase agreements have not been signed before October 1, 2022, as these projects will likely have the scheduled commissioning date beyond March 31, 2024. The extension has been granted due to supply chain disruptions in the solar sector.
NTPC <a href="https://www.bseindia.com/xml-data/corpfiling/AttachLive/473774f9-0bd5-4676-bf17-6e131f60194c.pdf" target="_blank" rel="noopener">announced</a> that the first part capacity of 10 MW out of the 23 MW Solapur solar power project in Maharashtra had been declared ready for commercial operation. With this, the standalone installed and commercial capacity of NTPC will become 58,269 MW, and the group&#8217;s capacity will be 70,884 MW.
The Central Electricity Authority (CEA) <a href="https://egazette.nic.in/WriteReadData/2022/241494.pdf" target="_blank" rel="noopener">approved</a> GRT Jewellers&#8217; request for connectivity of its 150 MW solar power project in the Tuticorin district of Tamil Nadu. The company must seek the authorities&#8217; consent to put up overhead lines. The overhead lines will pass through Athikinar, Podupatti, Achangulam, and Kuruvinatham villages. The approval was granted for 25 years.
China-based EVE Energy, a battery technology company, <a href="https://en.prnasia.com/releases/global/eve-energy-opens-industry-leading-r-d-center-of-battery-technology-in-guangdong-china-388995.shtml" target="_blank" rel="noopener">opened</a> a CNY 2 billion (~$278.01 million) research and development (R&amp;D) center in Huizhou, Guangdong province. The facility was completed in 16 months. The 145,000-square-meter center houses the company&#8217;s Power Battery Research Institute and the Battery System Research Institute, as well as electrical performance and safety testing centers and R&amp;D labs. The facility will conduct detailed testing and analysis of cylindrical and prismatic cells, as well as battery management and energy storage systems.

Daily News Wrap-Up: L&T Bags EPC Contract for SJVN’s 90 MW Floating Solar Project

Nigeria’s Rural Electrification Agency (<a href="https://rea.gov.ng/" target="_blank" rel="noopener noreferrer">REA</a>) has revised the deadline for its Nigeria Electrification Project (NEP). Under NEP, the Nigerian government plans to develop solar hybrid power stations at seven universities, including teaching hospitals.
The universities where these projects are to be set up are:

<li>University of Calabar &amp; Teaching Hospital, Cross River Universities</li>
<li>University of Maiduguri &amp; Teaching Hospital, Borno State</li>
<li>Federal University of Agriculture Abeokuta, Ogun</li>
<li>Federal University Gashua, Yobe State</li>
<li>Nigeria Defence Academy Kaduna</li>
</ul>
The last date of submission (November 25, 2020) has been extended by three weeks to December 16, 2020. Each of the seven institutes has a different completion period for its contract ranging from 12 months to 24 months. The REA had received financing from the World Bank to fund NEP, and approximately $76 million will be directed towards these solar projects.
The project is part of the phase-II of the ‘Energizing Education Program’ (EEP). The bid covers engineering, procurement, and construction (EPC) contracts of approximately 38 MW of solar hybrid power projects.
The scope of work also includes rehabilitation of existing upstream distribution infrastructure, streetlights, and a renewable energy workshop/training center for the seven institutions. Besides, the bid covers the operation and maintenance (O&amp;M) of these projects, the duration for which is yet to be determined.
A prospective bidder may bid to develop the project at more than one institute. However, they may not be awarded the contract for more than two institutes.
The bidders must ensure that there wasn’t any case of non-performance of a contract since January 1, 2015. Bidders must be experienced in electrical power project design, supply, installation, and operation as a prime contractor in the last five years, starting January 1, 2015.
Prospective bidders must demonstrate their access to available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements. The prospective bidder must also demonstrate access to adequate financial sources to meet the cash flow requirements on contracts currently in progress and for future contractual commitments.
Earlier in May 2020, the Nigeria Sovereign Investment Authority had <a href="https://mercomindia.com/nigeria-epc-contractors-solar-projects/" target="_blank" rel="noopener noreferrer">sought</a> expressions of interest from engineering, procurement, and construction firms to set up a 10 MW grid-connected solar project in Kumbotso, located in Kano state.
In September 2020, Bharat Heavy Electricals Ltd. <a href="https://mercomindia.com/bhel-tenders-hybrid-inverters-nigeria/" target="_blank" rel="noopener noreferrer">floated</a> a tender for hybrid inverters for solar-powered mini-grid projects in Kaduna, Nigeria.

Nigeria to Set Up Hybrid Solar Projects for Seven Universities

The Ministry of Road Transport and Highways (<a href="https://morth.nic.in/" target="_blank" rel="noopener noreferrer">MRTH</a>) issued a request for proposal (RfP) for providing a solar-hybrid street lighting system on Assam’s Dhola-Sadiya bridge over the Brahmaputra river.
The project is estimated to cost about ₹578.4 million (~$8.2 million) and will cover India’s longest bridge and its approaching roads for a stretch of about 28.51 kilometers. The work has to be completed within six months.
The due date for the bid submission is December 18, 2019.
The RfP states that the contractor will be responsible for designing, engineering, procurement, construction, and maintenance of the project for 12 years.
To meet the technical capacity and experience requirements, the bidder must have received payments for the construction of eligible projects over the last five years or must have undertaken projects exceeding the cost of the proposed project by itself in a public-private partnership (PPP) project.
The net worth of the bidder as of the previous financial year must also be higher than ₹28.9 million (~$410,238) to meet the financial capacity requirements of the tender.
In case the bidder is a joint venture (JV), the bid capacity, technical capacity and financial capacity of all the members of the JV will be taken individually into account for satisfying the conditions of eligibility. The lead member is also expected to meet at least 60% requirements of bid, technical, and financial capacity.
Solar streetlights are an excellent way of developing public infrastructure at a lower cost.
Only a few weeks ago, Uttar Pradesh also <a href="https://mercomindia.com/uttar-pradesh-install-2100-solar-streetlights/" target="_blank" rel="noopener noreferrer">issued</a> a tender to supply, installation, and commissioning of solar streetlights, high mast, and solar powerpack white-LED based systems. Under this tender, 2,100 solar streetlights are expected to be installed along with 800 solar high mast lighting systems, and 21,000 solar powerpack systems.
Earlier, the Karnataka Renewable Energy Development Limited (KREDL) <a href="https://mercomindia.com/tender-solar-home-street-lighting-karnataka-mandya/" target="_blank" rel="noopener noreferrer">floated</a> a tender for solar-powered home and street lighting systems in H. Kodihalli village of Mandya district.
In December 2018, the MNRE <a href="https://mercomindia.com/india-304500-solar-street-lights-installation/" target="_blank" rel="noopener noreferrer">received</a> the approval to launch phase II of Atal Jyoti Yojna (<a href="http://ajay.eeslindia.org/" target="_blank" rel="noopener noreferrer">AJAY</a>) during the financial year 2018-19 and 2019-20. The ministry had also received ₹500 million (~$7.13 million) to meet the pending liabilities of phase I of the program. Under the phase II of AJAY, 304,500 solar streetlights are expected to be installed in Uttar Pradesh, Bihar, Jharkhand, Odisha, Assam, Jammu and Kashmir, Himachal Pradesh, Uttarakhand, North Eastern states including Sikkim, Andaman &amp; Nicobar, Lakshadweep, and parliamentary constituencies covering 48 aspirational districts.

Tender Issued for Installation Solar-Hybrid Street Lighting System in Assam

The Ministry of Energy and Water (<a href="http://mew.gov.af/en/" target="_blank" rel="noopener">MEW</a>) of Afghanistan has issued a tender for a 5 MW hybrid solar project in the country.
The project is set to be developed in Ghor Province, located in the central region of Afghanistan.
The last day for bid submission is July 20, 2018.
Bidding for the hybrid plant will take place under the International Competitive Bidding (ICB) procedures of the Procurement Law of Afghanistan. The bid security validity will have a period of 148 days and the government has fixed $280,000 as the bid security for this tender.
The bid is open to all eligible source countries, and the bidders will need to establish their financial capability to execute the contract of $1.85 million by furnishing bank statements, lines of credit, and other related financial documents.
Apart from this, bidders also need to show evidence of having completed at least one similar contract, of minimum $76.14 million in the last five years. Audited financial statements in the last five years should also show at least $145.93 million.
<a href="https://mercomindia.com/afghanistan-awards-50-mw-hybrid-solar-projects/" target="_blank" rel="noopener">Earlier, Mercom reported that</a> Afghanistan also awarded 50 MW of solar hybrid projects to be developed at the Hisar-e-Shahi Industrial Park in Nangarhar province and Khost province of Afghanistan. These plants will be developed by the <a href="http://www.shuangdeng.com.cn/" target="_blank" rel="noopener">Shuangdeng Group</a> of China and Waaree Energies of India respectively.
<a href="https://mercomindia.com/afghanistan-dabs-ppa-solar/">In February of this year</a>, the national power utility of Afghanistan, Da Afghanistan Breshna Sherkat (<a href="https://main.dabs.af/" target="_blank" rel="noopener">DABS</a>), entered into power purchase agreements (PPAs) for the purchase of power from two grid-connected solar PV projects with capacity of 15 MW each. The projects are being developed by Turkey-based 77 Construction Company and Zularistan Energy for Afghanistan (ZEFA) in Kandhar province.
<a href="https://mercomindia.com/adb-grant-develop-grid-connected-solar-afghanistan/" target="_blank" rel="noopener">In November 2017</a>, the Asian Development Bank (ADB) agreed to provide a $44.76 million grant for the construction of a 20 MW on-grid solar PV project in Naghlu, located in Kabul’s Surobi district.
