The Rajasthan Rajya Vidyut Prasaran Nigam (<a href="https://sldc.rajasthan.gov.in/rrvpnl/" target="_blank" rel="noopener">RVPNL</a>) has extended the time for implementing the standard operating procedure (SOP) for first-time charging (FTC) of battery energy storage systems installed at already commissioned and to-be-commissioned renewable energy projects until September 30, 2026.
If the renewable energy project developers fail to comply with the SOPs by the deadline, the renewable energy project may be disconnected from the grid, and/or the green energy open access/open access granted to the project may be withdrawn or disallowed by the competent authority without further notice.
Such projects must be installed under the Rajasthan Integrated Clean Energy Policy 2024.
The SOP states that the FTC of a renewable energy project will not be allowed without the associated battery storage system.
The SOP guidelines for the FTC of renewable energy projects linked with battery storage were <a href="https://www.mercomindia.com/rajasthan-issues-guidelines-for-battery-storage-integration-with-renewables" target="_blank" rel="noopener">issued</a> in May.
According to the SOP, a battery energy storage system will comprise a power conversion system (PCS), an energy storage system, and a battery management system.
Under the SOP, Battery storage system developers must submit an undertaking confirming compliance with the Central Electricity Authority’s technical standards for grid connectivity. They must also provide details such as the battery manufacturer, battery type, battery design, self-discharge rate, depth of discharge, life cycle, and round-trip efficiency.
Developers must provide available test certificates for battery cells, their power ratings, and the favorable operating temperature range.
Developers must also submit details of the PCS used in the project, including the manufacturer, type of charge controller, inverter power rating and efficiency, minimum inverter response time, and available test certificates for the PCS.
The SOP requires several battery storage system parameters to be telemetered to the State Load Dispatch Center.
The PCS may consist of one or more parallel units and may include a bidirectional converter capable of operating in both battery-charging and battery-discharging modes.
The PCS must ensure that AC power is efficiently converted from the DC power of the battery arrays and bidirectionally transferred to or from the distribution line without causing harmonics beyond the limits prescribed under CEA regulations.
It must also include a remote synchronization feature, in addition to the standard synchronization used while starting the PCS online. The remote synchronization feature enables the PCS to synchronize its voltage and frequency with any other remote AC bus or generator.
The PCS must have black-start capability and four-quadrant control capability. It must also be capable of load following, including photovoltaic smoothing, with voltage maintained within ±5% of the nominal value under normal operating conditions and within ±10% under emergency conditions.
The PCS must have a synchro-check function to enable parallel operation with the grid, diesel generators, and photovoltaic generators.
The PCS must be capable of operating in four modes.
In active and reactive power control mode, the PCS controls the output active and reactive power supplied to the grid based on reference values that may be set locally or remotely.
In voltage and frequency control mode, the PCS controls its own voltage and frequency, enabling it to create an islanded grid. Voltage and frequency control are possible when the PCS operates in voltage-source mode.
In virtual synchronous generator mode, the PCS operates as a voltage source converter. Under this mode, the battery storage system can provide its own voltage and frequency to an islanded grid or operate in parallel with the utility grid in grid-connected mode.
In voltage and frequency droop mode for parallel operation, voltage droop enables reactive power sharing when the battery storage system operates in islanded mode or in parallel with other voltage sources. Frequency droop enables active power sharing when the battery storage system operates in islanded mode or in parallel with other voltage sources.
Recently, RVPNL <a href="http://mercomindia.com/rajasthan-proposes-charging-of-battery-storage-systems-from-own-generation" target="_blank" rel="noopener">issued</a> draft guidelines mandating that battery storage systems installed with renewable energy captive and open access projects be charged during solar peak hours using power from their own generation.

Rajasthan Sets September Deadline for Battery Storage Charging SOP

					</table>The Rajasthan Rajya Vidyut Prasaran Nigam (<a href="https://energy.rajasthan.gov.in/JVVNL" target="_blank" rel="noopener">RVPNL</a>) has issued draft guidelines mandating that battery storage systems installed with renewable energy captive and open access projects be charged during solar peak hours using power from their own generation.
The draft details procedures for charging and discharging battery storage systems installed alongside wind-solar and solar projects.
Such projects must be installed under the Rajasthan Integrated Clean Energy Policy, 2024, and the battery storage systems must be designed for two cycles.
Stakeholders can submit their comments by May 29, 2026.
Under the proposed guidelines, the battery storage systems installed along with wind-solar hybrid projects must be charged from their own renewable energy generation (10 AM to 3 PM). The stored energy must be discharged during evening peak hours (6 PM to 10 PM).
The battery storage systems can be charged again during the night hours using their own wind power generation (12 AM to 4 AM), followed by discharge during the morning peak hours (6 AM to 8 AM).
Battery storage systems installed alongside solar projects must be charged from their own renewable energy generation during solar peak hours (10 AM to 3 PM). The stored energy must be discharged during evening peak hours (6 PM to 10 PM) and/or during morning peak hours (6 AM to 8 AM).
The battery storage systems must not draw power from the RVPNL’s grid for charging.  If the grid frequency falls below 49.6 Hz, the charging of the battery storage system must be automatically disconnected.
The draft procedures specify that the operation of the battery systems will remain subject to directions issued by the state load dispatch centre (SLDC) in the interest of grid security, system stability, congestion management, deviation settlement mechanism management, and reliable grid operations.
It also proposes that in the event of any grid contingency, transmission constraint, abnormal system condition, or other operational requirement, the SLDC may revise, curtail, reschedule, or restrict the charging and discharging operations of such battery storage systems as necessary to ensure secure grid operations.
The respective distribution companies will carry out energy settlement for the battery storage systems’ charging and discharging in accordance with the prevailing regulations. The credits for energy discharged through the battery storage system will be given first during peak time-of-day hours, then during normal hours, and finally during off-peak hours.
The distribution company and SLDC will inform the BESS discharge schedule at the beginning of each month, and discharge should preferably occur during peak hours.
In September 2025, the Rajasthan Electricity Regulatory Commission <a href="https://mercomindia.com/rajasthan-mandates-5-ess-for-renewable-energy-projects-above-5-mw" target="_blank" rel="noopener">proposed</a> mandating that all new renewable energy projects with an installed capacity of more than 5 MW include energy storage systems, except for hydroelectric power projects.
Rajasthan also <a href="https://mercomindia.com/rajasthan-bess-captive-projects-exceeding-contract-demand" target="_blank" rel="noopener">mandates</a> the installation of battery storage systems for a minimum 20% of the energy generated by the additional capacity beyond 100% of contract demand. Captive power projects may be sized to exceed contract demand by up to 200%.

Rajasthan Proposes Charging of Battery Storage Systems from Own Generation

					</table>The Rajasthan Electricity Regulatory Commission (<a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>) has approved the Procedure for Grant of Connectivity to the Intra-State Transmission System (InSTS), which seeks to streamline connectivity approval for entities seeking new or modified connectivity to Rajasthan’s InSTS at a minimum voltage of 33 kV.
RERC had <a href="https://www.mercomindia.com/rajasthan-issues-draft-intrastate-transmission-system-connectivity-regulations?utm_source=chatgpt.com" target="_blank" rel="noopener">issued</a> the draft procedure in 2025.
The approved procedure took effect from February 1, 2026.
Eligibility Criteria
Under the procedure, eligible applicants for connectivity include state or central power-generating companies, captive generating projects, renewable energy projects, renewable energy park developers, and energy storage systems.
Eligible applicants also include intrastate and interstate transmission licensees and distribution companies (DISCOMs) other than Rajasthan DISCOMs, and open access consumers who are not customers of a DISCOM.
Existing users who already had connectivity prior to the enforcement of the approved procedure will be deemed connected for their already connected capacity. However, they must execute the required connectivity agreement by January 31, 2027.
Connectivity Approval 
The connectivity process includes the preliminary approval for grant of connectivity and the final approval for grant of connectivity, supported by defined timelines.
Applications must be submitted to Rajasthan Rajya Vidyut Prasaran Nigam (RVPN). Renewable energy projects must first be registered with the Rajasthan Renewable Energy Corporation.
RERC clarified that grid connectivity charges for renewable and non-renewable projects will be different. Renewable energy projects will be charged under the RERC RE Tariff Regulations, 2020, and the Rajasthan Integrated Clean Energy Policy, 2024. Non-renewable energy projects must pay the actual cost of the bay developed for connectivity.
Applicants must deposit the connectivity charges within 30 days of the preliminary approval. They must also submit bank guarantees linked to voltage levels. Applicants who do not meet their charge submission timelines will face a connectivity lapse.
Existing projects must utilize their evacuation approvals within three years, and projects approved after August 21, 2025, must do so within two years. This deadline will be subject to limited force majeure relief.
Additionally, the procedure mandates providing real-time telemetry to state load dispatch centers, compliance with the Central Electricity Authority’s (CEA) grid standards, submission of system and load-flow studies, installation of protection and power quality equipment, and prior submission and approval of first-time charging documents before the project’s synchronization with the grid.
Transfer of connectivity, including within corporate groups, is not allowed. No automatic deemed approvals for missed timelines and extension of commissioning deadlines is allowed.
Bulk consumers of state DISCOMs cannot apply directly to state transmission utilities for connectivity.
Connectivity Relinquishment
Applicants can relinquish their connectivity partially or fully by submitting a formal request to RVPN. This request must clearly detail the proposed surrendered capacity and the reasons for relinquishment.
If the request is accepted, the relinquished capacity can be reallocated to other applicants.
Disconnection and Penalties
Default in payment of transmission or other applicable charges, or non-compliance with provisions set by RERC, the Central Electricity Regulatory Commission, CEA regulations, or this procedure, will result in a notice directing a remedy of the default. If the default is not addressed within 15 days of the notice, RVPN can withdraw the granted connectivity and disconnect the applicant’s electricity project from the grid.
Developer attributable delays in utilizing the granted connectivity will attract penalties of 12% per annum, plus tax, on the bank guarantee, capped at the total guarantee amount.
Projects can have their connectivity approvals withdrawn if they continue to not utilize their connectivity after notice. In such cases, the projects can also face forfeiture of the bay-related charges and the encashment of the bank guarantee.
Continued non-utilization may result in the withdrawal of connectivity approval, the forfeiture of bay-related charges, and the encashment of the bank guarantee after due notice.
RERC removed RVPN’s proposed 12% penalty on relinquished connectivity, noting that stranded capacity charges are already covered under Rajasthan’s open access regulations.
Only the deposited grid connectivity charges will be forfeited if the connectivity is relinquished.
Solar and Non-Solar Hours Connectivity
The Commission rejected RVPN’s proposal to introduce provisions for solar and non-solar hour connectivity access, citing the absence of a concrete regulatory framework or detailed proposal from RVPN.
Operation and Maintenance
The ownership and the operation and maintenance (O&amp;M) of the interconnection facilities at the connectivity point will rest with RVPN.
RERC removed the proposed clauses mandating separate O&amp;M agreements for bays at the substations, noting that such agreements are already governed by the CEA’s O&amp;M guidelines.
O&amp;M costs for separate interconnection facilities will be recovered through the approved transmission tariffs.
Dispute Resolution
Parties must try to resolve any disputes between themselves within 90 days. If the disputes remain unresolved after this period, they will be addressed under the Electricity Act, 2003, with RERC acting as the adjudicating authority.
Recently, RERC <a href="https://www.mercomindia.com/rerc-revises-power-connection-charges-supply-rules-for-high-demand-consumers" target="_blank" rel="noopener">notified</a> the Second Amendment to the Electricity Supply Code and Connected Matters Regulations, 2025, introducing significant changes to the rules governing the recovery of dues from permanently disconnected consumers, timelines for the restoration of supply, and connection charges for loads up to 150 kW.

					</table>The Rajasthan Electricity Regulatory Commission (<a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>) has approved the detailed procedure for granting green energy open access (GEOA) in the state in line with the RERC (Terms and Conditions for Green Energy Open Access) Regulations, 2025.
RERC had issued the Green Energy Open Access (GEOA) Regulations, 2025, in July 2025, to promote the use of renewable energy through open access.
Under these regulations, Rajasthan Rajya Vidyut Prasaran Nigam (RVPNL) prepared a detailed procedure for processing applications for green energy open access.
Applicability
The procedures will apply to the registration and applications for long, medium, and short-term green energy open access for using intra-state transmission and distribution systems of the state’s licensees, received by the state transmission utility (STU) or the state load dispatch center (SLDC).
These will also apply to the registration and applications for the grant of GEOA by availing general network access (GNA) or temporary general network access (TGNA).
Eligibility Criteria
Applicants for GEOA must have a valid grid connectivity approval from the STU or the distribution company (DISCOM) for injection and drawal points before commencing power supply. Conditional open access for newer projects can be granted based on feasibility approvals for connectivity. These approvals will be subject to achieving physical connectivity before the power flow.
Consumers with a contract demand or sanctioned load of at least 100 kW are eligible for GEOA. Captive consumers have no minimum load requirement. Further, captive renewable energy projects can be set up to meet up to 200% of the contract demand, subject to compliance with applicable GEOA regulations and technical requirements.
The Commission also directed the procedures to ensure a unified mechanism for applications or fee issues for multi-connection consumers.
The Commission stated that terms not defined in the procedures will be governed by the Electricity Act, 2003, the GEOA Rules, 2022, and the RERC Regulations, 2025, for legal precision and uniform interpretation.
Transparency Requirements
Information on approvals, rejections, revisions, and curtailments must be made available through a web-based portal for green energy open access.
Transactions already scheduled must be curtailed in a manner that would relieve transmission constraints or enhance grid security.
In cases of curtailment or cancellation of transactions, short-term transactions will be cancelled first, followed by medium and long-term transactions. Short-term open access bilateral transactions will be curtailed first, followed by collective transactions. Open access to DISCOMs will be curtailed last.
Open access for intrastate transactions will be curtailed before interstate transactions.
SLDC, STU, DISCOM Roles
SLDCs will be the nodal agency for registering the intra-state entities intending to avail interstate or intrastate GEOA. They will provide standing clearance or concurrence for the intrastate entities to avail short-term GEOA on interstate networks in conjunction with intrastate networks.
Additionally, SLDCs will process bilateral short-term GEOA applications at the intrastate level. They will also update all the information on application processing and registration on the GEOA portal.
STUs will be the nodal agencies for processing bilateral long- and medium-term intrastate-level GEOA applications. The Central Nodal Agency will exchange registration and application information with the STU for registered participants via the green open access registry (GOAR) portal.
While processing the applications, STUs will collect additional information on the application for grid-connected intra-state entities intending to avail of intra-state GEOA under long and medium-term open access. These applications will be processed in line with existing rules and the state electricity regulatory commission regulations.
STUs will furnish any information sought by the Central Transmission Utility for processing interstate GNA of an intra-state entity.
DISCOMs will facilitate non-discriminatory open access to embedded entities per the RERC (Terms and Conditions for Green Energy Open Access) Regulations, 2025. They will examine the technical feasibility of open access and ensure compliance with the eligibility criteria. They will also ensure compliance with the eligibility criteria for applying for GEO under the relevant procedures before the NOC is issued.
DISCOM NOC 
RERC also decided that registration as a captive project and an undertaking to consume 51% of the energy is sufficient at the pre-no-objection certificate (NOC) stage for an NOC from the DISCOMs. It directed that DISCOM approval for NOC will be deemed accepted if no response to the application is received within seven days. The Commission accepted the suggestion to place the consumers connected at voltage levels up to 33 kV under the DISCOMs’ purview.
Long, Medium-Term Open Access
The STU will process the long- or medium-term GEOA applications in coordination with the SLDC and the DISCOMs. They must approve or reject the applications within 15 days.
Energy Banking
The Commission modified the procedure to clarify that energy banking will be allowed for captive consumption within the state, with a 30% monthly consumption ceiling for projects with contract demand over 100% and up to 200%, on a billing cycle basis, with pro-rata treatment.
Interstate Transactions
The Commission added a provision for cases in which a GEOA transaction involves intrastate transmission/distribution systems that are incidental to interstate transmission. The provision states that for transactions involving interstate transmission (where the state network is incidental to it), the procedure will also apply to registration and applications for GEOA using general network access or temporary-general network access.
NOAR Interoperability
The Commission allowed the stakeholders’ suggestion that applicants registered with the National Open Access Registry (NOAR) must not be required to register with the GOAR or state portals. It added a provision stating that for interstate open access consumers already registered on NOAR, the nodal agency must ensure interoperability between NOAR, the GOAR, and the state portal. It added that data already available on NOAR/GOAR will be treated as valid for the State portal.
Conditional Open Access Approval
RERC granted conditional open access approval based on feasibility approval and a notarized undertaking regarding the expected commercial operation date (COD). The open access will only become operational after the final COD certificate is submitted.
CSS and Security Deposit
The Commission directed that the cross-subsidy surcharge or additional security deposit for captive users must not be included in the three-month advance security, provided that if the captive criteria are not met at the end of the financial year, the consumer must top up the deposit to include the surcharge or deposit with interest within 30 days.
Application Cancellation
Applications of consumers violating the RERC regulations or the STU projects, or not paying the applicable charges, will be cancelled. The STU can stop open access after giving a 15-days’ notice and still receive its dues. SLDCs can refuse scheduling and ask for disconnection, and DISCOMs can request disconnection for non-payment of charges.
Access can be restored after the 15-day notice period, upon payment of dues, with a fee of ₹25,000 (~$277.73). Continued default will result in permanent cancellation of the open access request and deemed relinquishment with relinquishment charges.
Recently, RERC <a href="https://www.mercomindia.com/rajasthan-regulator-adopts-tariff-for-nvvns-500-mw-1000-mwh-bess-projects" target="_blank" rel="noopener">approved</a> tariffs ranging from ₹216,000 (~$2,514.36) to ₹219,000 (~$2,469.37)/MW/month for NTPC Vidyut Vyapar Nigam’s 500 MW/1,000 MWh standalone battery energy storage systems in Rajasthan.

Rajasthan will have up to 1.4 GW of spare transmission capacity in FY 2027 and up to 3.9 GW of capacity in FY 2028. The available transmission capacity will drop to 1.9 GW by FY 2029.

The state has approved transmission capacity for renewable energy projects of more than 1 GW, comprising 997.21 MW for solar/biomass projects, and 105.7 MW for wind projects.
According to RVPNL, at the existing and newly approved 400 kV grid substations, the state will have spare grid capacity of only 1,900 MW in FY 2029. Currently, it has no approved capacity.
At the existing and newly approved 220 kV grid substations, the state will have capacity available until FY 2028. As per RVPNL estimates, the state will have spare transmission capacity of 4,375 MW in FY 2026, 200 MW in FY 2027, and 3,330 MW in FY 2028.
At the 220 kV level, the state has approved transmission capacity for renewables of up to 706 MW, comprising 653 MW for solar/biomass projects and 53 MW for wind projects.
At the existing and newly approved 132 kV grid substations, transmission capacity will be available until FY 2028. At the 132 kV level, Rajasthan will have 8,965 MW of spare transmission capacity in FY 2026, 1,155 MW in FY 2027, and 600 MW in FY 2028.
The state has approved a total transmission capacity of up to 396.9 MW for renewable projects, comprising 344.2 MW for solar projects and 52.7 MW for wind projects at the 132 kV level.
Between March and August 2025, Rajasthan <a href="https://www.mercomindia.com/rajasthan-curtails-4-gw-of-renewables-as-transmission-delays-mount" target="_blank" rel="noopener">experienced</a> significant curtailments of up to 4 GW of solar and wind generation due to inadequate transmission infrastructure.
According to Grid-India’s ‘Operational Feedback on Transmission Constraints (April-June 2025)’ report, a <a href="https://mercomindia.com/transmission-system-delay-stalls-evacuation-of-8-1-gw-renewables-in-rajasthan">delay</a> of over 18 months in commissioning a transmission system strengthening program has created bottlenecks for evacuating 8.1 GW of power from a renewable energy zone in solar-rich Rajasthan.

Rajasthan May Have 13 GW of Spare Grid Capacity for Renewables in FY 2026

The Rajasthan Electricity Regulatory Commission (<a href="http://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>) has declined the plea made by the Railway Energy Management Company Limited (<a href="http://remcl.in/" target="_blank" rel="noopener">REMCL</a>) seeking credit of energy generated from a captive wind power project.
<a href="http://energy.rajasthan.gov.in/content/raj/energy-department/jaipur-vidyut-vitran-nigam-ltd-/en/home.html" target="_blank" rel="noopener">Jaipur Vidyut Vitran Nigam Ltd.</a> (JVVNL) and <a href="http://energy.rajasthan.gov.in/content/raj/energy-department/rajasthan-rajya-vidyut-prasaran-limited/en/home.html" target="_blank" rel="noopener">Rajasthan Vidyut Prasaran Nigam Ltd.</a> were the respondents to this petition.
Case in a Capsule:
REMCL had contracted INOX Renewable Limited to develop a wind power project having a capacity of 26 MW on October 16, 2015, in Jaisalmer district for the captive use of West Central Railway (WCR).
Power purchase agreements (PPAs) were signed between REMCL and West Central Railways, per which energy generated by the wind projects was to be supplied to WCR for its captive use in Rajasthan to three Traction Sub Stations (TSSs) namely: Bharatpur, Hindaun City, and Ramganj Mandi. The wind generated from the project was to partly meet the requirements of these stations.
A wheeling and banking agreement (WBA) was signed between REMCL, INOX Renewable Limited, and JVVNL, for a period of 25 years. A wheeling agreement was also signed between REMCL and RVPNL for the transmission of 26 MW power to the three traction sub stations on RVPNL’s system.
Railways is a deemed licensee under the third provision of Section 14 of Electricity Act, 2003. Later, REMCL on behalf of Northern Railway and WCR, invited bids for the procurement of 220 MW of power and Jindal India Thermal Power Limited (JITPL) was awarded the capacity.
After getting the status of deemed licensee, REMCL requested JVVNL to consider the deemed termination of the existing wheeling and banking agreement. This was requested considering that the West Central Railways was no longer a consumer of JVVNL for the three traction sub stations.
Consequently, JVVNL effected the disconnection of the three sub stations and terminated the agreement in January 2017.
However, JVVNL refused to account for the energy generated from the wind power project and that was consumed at other traction sub stations. Later, REMCL requested RERC to direct JVVNL to account for the energy generated from the captive wind power project.
After examining the submissions made by parties, the RERC opined, “After the termination of WBA and disconnection as H.T. consumer, no contract/agreement exists between REMCCL and JVVNL. After the termination of agreement, there is no privity of contract between the parties during the disputed period and therefore, JVVNL is not under any obligation for payment of electricity injected into the system.
The commission was of the view that REMCL had no reason to claim payment for the electricity supplied to the grid after the termination of their agreement.
