					</table>Bihar Renewable Energy Development Agency (<a href="https://www.breda.bih.nic.in/" target="_blank" rel="noopener">BREDA</a>) has invited bids to empanel bidders to connect non-functional off-grid solar power projects on government buildings to the grid.
The empaneled vendors must also provide five years of comprehensive operation and maintenance and synchronize the system with the grid and net metering wherever required.
The projects have been divided into four groups depending on their capacities:
<ul>
<li>Group A: 8 kW to 20 kW for a total capacity of 166 kW</li>
<li>Group B: 21 kW to 25 kW (2.318 MW)</li>
<li>Group C: 40 kW to 60 kW (300 kW)</li>
<li>Group D: 100 kW (300 kW)</li>
</ul>
The last day to submit the bids is December 21, 2023. Bids will be opened the next day.
Bidders must submit an earnest money deposit of ₹1.5 million (~$17,991).
Bidders should have cumulative experience executing solar projects with 350 kW capacity, including at least one single 100 kWp grid-connected rooftop solar project during the last five years.
They should have an average annual turnover of ₹50 million (~$599,659) during the last five years and a positive net worth as of the last year.
The projects’ declared annual capacity utilization factor should not be less than 19%.
Selected bidders must complete the commissioning of each project within 120 days from the date of issue of the work order. If the successful bidder fails to commission the awarded capacity within the stipulated timeframe, liquidated damages will be charged at the rate of 0.5 % of project cost delayed for a week or part thereof, subject to a maximum of 10%.
Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the project.
The modules used must be at least 200 Wp and should be warranted for their output peak watt capacity at not less than 90% at the end of 10 years and 80% at the end of 25 years.
Recently, Bihar State Power Generation Company <a href="https://www.mercomindia.com/bihar-10-mw-floating-solar-project/" target="_blank" rel="noopener">invited</a> bids to set up a 10 MW floating solar project on Phulwaria Dam under the renewable energy service company model.

Bihar Issues Tender to Connect Non-Functional Off-Grid Rooftop Solar Projects to Grid

					</table>Mercom India announced the awards under ten categories at the <a href="https://mercomindia.com/event/solar-summit-2022/" target="_blank" rel="noopener">Mercom India Solar Summit 2022</a>, held on July 28 and 29, 2022.
The awards were presented for outstanding work in each category. Winners were chosen based on project innovation, challenges overcome, uniqueness, and impact on the community, economy, and the environment.
<a href="https://www.engie.com/en" target="_blank" rel="noopener">ENGIE</a> was declared winner in the best large-scale project category for their 200 MW solar power project at Raghanesda in Gujarat. All the construction work happened during the Covid-19 pandemic. It was challenging to get the workforce on site and avoid spreading the infection. All pandemic protocols were strictly implemented, and the work was completed on time without interruptions. Engie collaborated with multiple Gujarat government entities to construct the project that will generate close to 546 gigawatt-hours of electricity while reducing 387,056 tons of carbon dioxide emissions annually.
<a href="https://www.adanigreenenergy.com/" target="_blank" rel="noopener">Adani Green Energy</a> was declared the winner in the best hybrid project category. Adani Green Energy&#8217;s subsidiary Adani Hybrid Jaisalmer One had commissioned India&#8217;s first largest co-located wind-solar hybrid power project in Rajasthan. The 390 MW ISTS-connected wind-solar hybrid project under SECI Tranche I is India&#8217;s first co-located hybrid project with individual solar and wind component capacities of 360 MW &amp; 100 MW, respectively.
For the best-engineered project, <a href="https://www.ntpc.co.in/" target="_blank" rel="noopener">NTPC</a> was declared the winner for its 100 MW floating solar project in Ramagundam in Telangana. The project was installed in the NTPC Ramagundam thermal station reservoir, where the 100 MW floating solar system was installed on a 600-acre water body. As of December 2021, 37.5 MW had been commissioned. The project resulted in higher generation due to the cooling effect on the modules, utilization of the water body and saving of scarce land resources, reduced water loss due to evaporation and saving greenhouse gas emissions.
<a href="https://www.amp.energy/" target="_blank" rel="noopener">Amp Energy</a> was declared the winner in the best commercial and industrial (ground-mounted) project category. It commissioned a 75 MW solar open access project in Karnataka in FY 2022. This is Amp Energy&#8217;s third successive open access project in Karnataka, taking its total operating portfolio to over 135 MW in the state. This 75 MW project serves four marquee customers &#8212; Bosch, GE BE, Federal-Mogul, and Ashirvad Pipes.
<a href="https://www.hfmsolar.com/" target="_blank" rel="noopener">HFM Solar</a> and <a href="https://goldisolar.com/" target="_blank" rel="noopener">Goldi Solar</a> were the joint winners in the best commercial and industrial (rooftop) category. HFM Solar installed the 1.5 MW project on curvy Sheds, which required excellent engineering. The time slot for the project execution was minimal as the metro stations were fully operational.
Goldi Solar installed a 116 kW rooftop solar system at Sardardham. Goldi Solar equipped the building with 320 solar panels that generate 116 KW and will last for 25+ years. This project is unique because the panels capture sun rays from all directions and generate 170,000 units of power annually. The community center was built with the vision of helping ignite young minds through quality education and encouraging them to serve the nation.
<a href="https://amplussolar.com/" target="_blank" rel="noopener">Amplus Solar</a> won the award for the best residential project. Atrium, from HomeScape by Amplus Solar, is a designer edition solar pergola. It addresses the client&#8217;s wish for an aesthetic corner that is also sustainable. The bifacial modules enhance the overall appeal of the structure and make energy generation more efficient. The project was completed in just seven days.
In the best off-grid project category, <a href="https://huskpowersystems.com/" target="_blank" rel="noopener">Husk Power</a> was declared the winner. Husk Power&#8217;s solar hybrid microgrid in Aurai village, one of more than 120 net-zero microgrids owned and operated by the company in rural North and  East India, is providing clean and reliable energy to the village community.
<a href="https://ciel-et-terre.net/" target="_blank" rel="noopener">Ciel et Terre solar</a> was declared the winner for its Hydrelio floating solar technology in the best innovation category. Hydrelio is a patented floating solar technology used in the 73.34 MW NTPC floating solar project, which is India&#8217;s largest floating solar project commissioned in June 2022. Hydrelio is a technology that has been commercially implemented in more than 300 MW projects across the globe. The Hydrelio Air product is a registered patent product from Ciel et Terre International France.
In the deal of the year (strategic) category, <a href="https://www.ril.com/OurBusinesses/New-Energy.aspx" target="_blank" rel="noopener">Reliance New Energy Solar</a> was declared the winner. Reliance New Energy Solar, a wholly-owned subsidiary of Reliance Industries, <a href="https://mercomindia.com/reliance-acquires-rec-solar-holding/" target="_blank" rel="noopener">acquired</a> REC Solar Holdings from China National Bluestar Group for $771 million. The acquisition will help Reliance with a ready global platform and opportunity to expand globally in key green energy markets, including in the US, Australia, Europe, and elsewhere in Asia.
Adani Green Energy was declared the winner in the deal of the year (financial) category. Adani Green Energy <a href="https://mercomindia.com/adani-green-secures-1-35-billion-debt-financing/" target="_blank" rel="noopener">raised</a> a $1.35 billion (~₹97.93 billion) debt package for its under-construction renewable asset portfolio. The company signed definitive agreements with international lenders. The finance facility would initially finance 1.69 GW of solar-wind hybrid projects being set up in Rajasthan. It is one of the largest revolving project financing deals in the renewable sector in Asia.

Mercom India Solar Awards 2022 Announced for Ten Categories

Here are some important cleantech announcements of the day from around the world:
The Union Minister of Power and New &amp; Renewable Energy R K Singh <a href="https://pib.gov.in/PressReleaseIframePage.aspx?PRID=1749466&amp;RegID=3&amp;LID=1" target="_blank" rel="noopener">urged</a> all union ministers, ministers of state, and chief ministers of all Indian states and union territories, to convert their fleet of official vehicles from petrol or diesel vehicles to electric vehicles (EVs) for all official purposes. The initiative is part of the ongoing &#8216;Go Electric Campaign&#8217; launched by the Indian Government to promote EVs to reduce emissions and increase energy security and efficiency.
Iraq&#8217;s Ministry of Electricity <a href="https://gds.gov.iq/the-prime-minister-sponsors-the-signing-of-an-agreement-of-principles-with-china-to-establish-solar-energy-plants/" target="_blank" rel="noopener">signed</a> a contract with Power Construction Corporation of China to build 2 GW solar power projects. The first project will have a capacity of 750 MW, and the country will add more plants until it hits the 2 GW target. It is also one of the first pilot projects in Iraq.
Octopus Hydrogen, Octopus Energy Group&#8217;s newly established hydrogen arm, and hydrogen aviation pioneer ZeroAvia have <a href="https://octopus.energy/press/octopus-hydrogen-to-supply-green-hydrogen-to-zeroavia/" target="_blank" rel="noopener">announced</a> a partnership agreement. Octopus Hydrogen will provide 100% green hydrogen to ZeroAvia&#8217;s R&amp;D center at Cotswold Airport in Kemble, UK, during the testing, certification, and first commercial operations of its zero-emission hydrogen-electric aircraft powertrain technology. ZeroAvia will supplement on-site electrolysis hydrogen production with supply from Octopus Hydrogen to power its HyFlyer II project.
German renewables developer ABO Wind AG has <a href="https://www.abo-wind.com/en/media-center/press/2021-08-26_innovation_tender_en.html" target="_blank" rel="noopener">bagged</a> two solar projects coupled with energy storage in the latest innovation tender issued by the Federal Network Agency Bundesnetzagentur. Together, the two projects in Weichenried, Bavaria, and Weilerswist, North Rhine-Westphalia, have 9.7MW capacity and are scheduled to be connected to the grid by summer 2023.
Sungrow signed a pact with juwi to <a href="https://en.sungrowpower.com/newsDetail/2336" target="_blank" rel="noopener">supply</a> equipment to the 36 MW off-grid solar farm and a 7.5MW battery energy storage system at Sukari gold mine in Egypt. The project is scheduled to be commissioned in the first half of 2022. It will cut the mine&#8217;s diesel consumption by approximately 20 to 22 million liters per year and offset between 53,000 and 60,000 tons of CO2 emissions annually.
RWE Renewables has <a href="https://www.rwe.com/en/press/rwe-renewables/2021-08-26-rwes-us-cassadaga-onshore-wind-farm-in-operation" target="_blank" rel="noopener">started</a> commercial operation of its 125 MW onshore Cassadaga Wind Farm. The project, located in Chautauqua County, is powered by 27 Nordex and 10 Siemens Gamesa turbines and can provide clean energy for more than 37,000 households. The facility represents more than $200 million in investment.

Daily News Wrap-Up: Minister of Power Urges States to Convert Official Fleets to EVs

The Uttarakhand Renewable Energy Development Agency (<a href="http://ureda.uk.gov.in/" target="_blank" rel="noopener noreferrer">UREDA</a>) has floated a tender inviting expression of interest for the empanelment of EPC contractors to develop off-grid and decentralized solar projects.
The scope of work under this tender includes the design, manufacture, supply, testing, and commissioning of off-grid solar projects with battery banks. The scope also includes warranty and maintenance for five years at various locations in Uttarakhand.
The projects allotted under this tender will range between 1 kW to 25 kW and installed on various sites such as flat roofs, inclined rooftops, open flatlands, and open hilly land. Some projects are also expected to be developed in remote areas of the state.
Bidders would have to bring in an earnest money deposit of ₹1 million ($13,925) to participate in this tender.
As per the technical eligibility criteria of this tender, bidders would have to show an experience of executing 300 kW to 500 kW capacity (with battery banks) of off-grid solar power projects in the last two years.
Selected agencies will be allowed a timeline of six months for the execution of these projects from the date of receiving the work order.
The bid submission deadline for the tender is October 4, 2019.
According to the tender documents, in Uttarakhand, under the off-grid solar power plant scheme UREDA has installed a cumulative capacity of 2,426.5 kW solar power plants at various buildings.
Recently, the <a href="http://www.uerc.gov.in/" target="_blank" rel="noopener noreferrer">Uttarakhand Electricity Regulatory Commission</a> (UERC) issued benchmark tariffs and capital costs for solar power projects in the state. For rooftop solar projects up to 10 kW, the cost approved is ₹43,282 ($623)/kW and the gross tariff is ₹50 ($0.079)/kWh without subsidy or accelerated depreciation.
