					</table><p><a href="https://dilipbuildcon.com/" target="_blank" rel="noopener">Dilip Buildcon</a>, through its joint venture (JV) with DBL-APMPL, has won Madhya Pradesh Jal Nigam’s (<a href="https://mpjalnigam.mp.gov.in/" target="_blank" rel="noopener">MPJN</a>) auction for developing a 100 MW solar project at Madhya Pradesh’s Ramnagar and Dhanwada villages.</p>
<p>The JV has a shareholding pattern of 74% by Dilip Buildcon and 26% by APMPL.</p>
<p>The project will supply power to MPJN for 25 years from the date of commissioning at a power supply rate of ₹2.09 (~$0.023)/kWh with non-domestic content requirement panels.</p>
<p>MPJN <a href="https://www.mercomindia.com/mpjn-tender-100mw-ground-mounted-solar-project" target="_blank" rel="noopener">floated</a> the tender for the project in July this year.</p>
<p>The Bhopal-based infrastructure development company said in a regulatory filing that it had received the letter of acceptance for the solar project.</p>
<p>According to the terms of the tender, Dilip Buildcon must design, engineer, supply, construct, erect, test, and commission the solar project. It also involves providing operation and maintenance services for 25 years.</p>
<p>The power generated from the solar project is intended for MPJN’s captive consumption to ensure long-term power supply at a fixed tariff.</p>
<p>MPJN will provide approximately 315 acres of land for the project.</p>
<p>The construction period has been fixed at 24 months.</p>
<p>MPJN will hold a 26% equity share in the project company, infusing ₹312 million (~$3.52 million) as equity or a similar financial instrument to maintain its ownership in accordance with the captive mode rules. Dilip Buildcon will hold the remaining 74% equity through its joint venture structure.</p>
<p>In July this year, MPJN <a href="https://www.mercomindia.com/madhya-pradesh-floats-tender-for-60-mw-captive-wind-project" target="_blank" rel="noopener">issued</a> a tender to develop a 60 MW grid-connected wind project under captive mode. The proposed capacity can be extended up to 62 MW, depending on the selected wind turbine generators. The power from the wind project will be wheeled under open access to MPJN’s water pumping and water treatment plants.</p>
<p>In March 2024, MPJN <a href="https://www.mercomindia.com/madhya-pradesh-consultancy-tender-solar-wind" target="_blank" rel="noopener">invited</a> bids for consultancy services for 100 MW solar and 60 MW wind power projects under the group captive mechanism.</p>

					</table><p>Madhya Pradesh Jal Nigam (<a href="https://mpjalnigam.mp.gov.in/" target="_blank" rel="noopener">MPJN</a>) has issued a request for proposal (RfP) to develop a 100 MW  ground-mounted solar project under captive mode in the state’s Mandsaur district.</p>
<p>Bids must be submitted by August 22, 2025. Bids will be opened on August 25.</p>
<p>Bidders must furnish an earnest money deposit of ₹5 million (~$57,099) and a tender fee of ₹50,000 (~$571).</p>
<p>The scope of work entails the design, engineering, supply, construction, erection, testing, and commissioning of the solar projects. It also involves providing operation and maintenance services for 25 years.</p>
<p>Selected bidders must acquire any private land parcel within the identified revenue land to make it contiguous. They can purchase any private land parcels if the identified revenue land is insufficient, at their own cost, risk, and responsibility.</p>
<p>The project’s solar modules and cells must comply with the Approved List of Models and Manufacturers List I and II.</p>
<p>Bidders must have completed and operationalized any of the following projects within the last seven years:</p>
<ul>
<li>Grid-connected, ground-mounted solar projects with a minimum cumulative capacity of 25 MW</li>
<li>One grid-connected ground-mounted solar project with an individual capacity of at least 10 MW</li>
</ul>
<p>Bidders must have a net worth of ₹600 million (~$6.8 million).</p>

<p>In February this year, Madhya Pradesh Urja Vikas Nigam <a href="https://www.mercomindia.com/madhya-pradesh-floats-tenders-for-2-21-gw-rooftop-solar-projects" target="_blank" rel="noopener">issued</a> an RfP to develop rooftop solar projects with a cumulative capacity of 2.215 MW on government buildings in Chhindwara, Dhar, and Seoni districts.</p>

<p>Bidders must furnish an earnest money deposit of ₹5 million (~$56,988) and a bid document fee of ₹50,000 (~$569.99) plus applicable taxes.</p>
<p>Successful bidders must submit a performance bank guarantee of ₹172.5 million (~$2.08 million) for the construction and the operations and maintenance (O&amp;M) phase.</p>
<p>The project will be implemented as a single wind farm, connected to the 132 kV Madhya Pradesh Power Transmission Company (MPPTCL) substation through pooling stations with 15 MW bays.</p>
<p>The power from the wind project will be wheeled under open access to MPJN’s water pumping and water treatment plants.</p>
<p>The scope of work includes the complete engineering, procurement, and construction of the project. It also involves providing O&amp;M services for 25 years from the commercial operation date. This period can be extended by 10 years.</p>
<p>Selected bidders must ensure open access compliance, including forecasting, scheduling, and banking. They must also acquire private or revenue land for the project.</p>
<p>Successful bidders must ensure energy accounting up to the point of drawdown by MPJN. Connectivity must be established at the 132 kV MPPTCL substation via pooling stations.</p>
<p>Selected bidders must form a special purpose vehicle and project company jointly with MPJN, with the equity split fixed at 74:26 in favor of the developer.</p>
<p>The wind turbine generators must comply with the Revised List of Models and Manufacturers valid on the invoicing date.</p>
<p>Bidders must have developed at least one operational grid-connected wind project of a minimum capacity of 10 MW and a cumulative operational wind capacity of at least 15 MW over the past seven years.</p>
<p>Bidders must have a minimum net worth of ₹517.5 million (~$6.23 million) as of March 31, 2023.</p>
<p>Bidders can be joint ventures with up to three members, with the lead partner holding a minimum 51% stake.</p>
<p>In June this year, Madhya Pradesh Power Management Company <a href="https://www.mercomindia.com/madhya-pradesh-issues-tender-to-procure-800-mw-wind-power" target="_blank" rel="noopener">invited</a> bids to procure 800 MW of wind power from projects set up anywhere in India, with an additional capacity of up to 800 MW under the greenshoe option for 25 years.</p>
<p>In March 2024, MPJN <a href="https://www.mercomindia.com/madhya-pradesh-consultancy-tender-solar-wind" target="_blank" rel="noopener">invited</a> bids for consultancy services for 100 MW solar and 60 MW wind power projects under the group captive mechanism.</p>

<p>The consultancy assignment will last until one year after solar and wind power projects are commissioned.</p>
<p>The last day to submit the bids is April 24, 2024. Bids will be opened on April 26.</p>
<p>Bidders must submit a tender document cost of ₹5,000 (~$60) and an earnest money deposit of ₹50,000 (~$600).</p>
<p>The selected bidder must furnish 10% of the contract value as a performance bank guarantee.</p>
<p>The consultant should support regulatory affairs, project assessment, and execution for solar and wind projects. The scope of work involves navigating regulatory requirements, facilitating approvals, and assisting in forming generating companies under group captive regulations.</p>
<p>The consultant must also guide project planning, including land assessment for solar projects, optimizing project commissioning, and ensuring power evacuation suitability.</p>
<p>To execute the projects and manage the bidding process, the consultancy must support MPJN by assisting with requests for proposals, managing bidder queries, and overseeing contract documentation and project execution. The consultant&#8217;s role extends to providing digital energy monitoring and scheduling solutions to enhance efficiency and ensure successful project commissioning and operation.</p>
<p>Bidders should have experience of at least one consultancy assignment from any government entity for setting up and substantially completing a minimum 20 MW solar or 15 MW wind project under the open access mechanism. Substantial completion means at least 50% financial completion of the power project.</p>
<p>Bidders must have an average annual turnover of not less than ₹50 million (~$601,551) in the previous three financial years.</p>
<p>They must have a positive net worth in the financial year.</p>
<p>Last October, Madhya Pradesh Urja Vikas Nigam <a href="https://www.mercomindia.com/madhya-pradesh-invites-solar-projects-under-kusum/" target="_blank" rel="noopener">invited</a> bids to set up 670 MW grid-connected solar power projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan.</p>
