					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">MNRE</a>) has clarified that residential rooftop solar consumers availing net metering under the PM Surya Ghar: Muft Bijli Yojana who choose the ‘Give It Up’ option are exempt from the applicability of the Approved List of Models and Manufacturers (ALMM) List-II for solar cells only until March 31, 2027.</p>
<p>The exemption is subject to such applications being filed through the PM Surya Ghar national portal.</p>
<p>The Ministry also clarified that such projects do not need to apply separately on the National Institute of Solar Energy&#8217;s domestic content requirement portal to claim exemption from the ALMM List-II mandate.</p>
<p>According to the earlier memorandum, PM Surya Ghar consumers had the option to <a href="https://www.mercomindia.com/mnre-eases-surya-ghar-rules-for-non-dcr-consumers-to-forgo-central-subsidy" target="_blank" rel="noopener">forgo</a> Central Financial Assistance through the ‘Give It Up’ option so that the program&#8217;s benefits can reach a wider cross-section of consumers. It also stated that residential net-metering consumers who opt for the ‘Give It Up’ option will remain subject to the PM Surya Ghar guidelines until the end of the program, March 31, 2027.</p>
<p>MNRE said stakeholders had sought clarifications on whether consumers in the ‘Give It Up’ category under PM Surya Ghar are exempt from ALMM List-II for solar cells.</p>
<p>It clarified that other rooftop solar projects will not fall under the scope of this limited exemption and will be governed by the existing orders.</p>
<p>Recently, MNRE <a href="https://www.mercomindia.com/mnre-panel-will-review-almm-solar-cell-exemption-extension-requests" target="_blank" rel="noopener">constituted</a> an expert committee to examine applications for time extensions to commission net metering and open-access renewable energy projects beyond May 31, 2026, under the ALMM List-II mandate for solar cells. The applications will be examined on a case-by-case basis.</p>
<p>The ALMM mandate for solar cells <a href="https://www.mercomindia.com/almm-june-1-mandate-for-solar-cells-stays-mnre-rules-out-blanket-extension" target="_blank" rel="noopener">took</a> effect on June 1. All projects complying with ALMM for solar modules must use cells authorized under ALMM List-II.</p>

					</table><p>The Ministry of New and Renewable Energy’s (<a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">MNRE</a>) decision not to <a href="https://www.mercomindia.com/almm-june-1-mandate-for-solar-cells-stays-mnre-rules-out-blanket-extension" target="_blank" rel="noopener">grant</a> a blanket extension of the Approved List of Models and Manufacturers (ALMM) List-II deadline beyond June 1, 2026, has reinforced regulatory certainty for India’s solar manufacturing ecosystem.</p>
<p>However, it has also raised concerns among developers and engineering, procurement, and construction (EPC) contractors who fear near-term project delays and cost pressures.</p>
<p>Under the mandate, net-metered and green energy open-access projects commissioned on or after June 1, 2026, must use modules made with cells listed under ALMM-II.</p>
<p>MNRE said it had received representations both for and against an extension, but after review, concluded that a general postponement was not required. Instead, projects where substantial investments have already been made may be considered for relief on a case-by-case basis.</p>
<p><strong>Impact on EPC Contractors and Developers</strong></p>
<p>While the decision is expected to support domestic cell manufacturing and improve policy certainty for manufacturers, developers, and EPC contractors worry that the transition may be difficult to manage without broader relief.</p>
<p>Their concerns are centered on the availability of ALMM-compliant solar cells, potential increases in module prices, execution delays in rooftop, commercial, and industrial (C&amp;I), and open-access projects, and working capital pressure on EPC companies and MSMEs.</p>
<p>The Rajasthan Solar Association (<a href="https://rajasthansolarassociation.com/">RSA</a>) has intensified industry discussions on the already implemented ALMM List-II, urging policymakers to adopt a balanced, industry-ready transition framework for India’s solar sector.</p>
<p>RSA highlighted that India currently has around 30.8 GW of approved domestic solar cell manufacturing capacity, which remains significantly lower than the country’s rapidly expanding module manufacturing ecosystem. The association said this gap could create a major supply-demand mismatch as the mandate takes effect.</p>
<p>The association warned that a sudden transition could lead to limited availability of compliant domestic solar cells and higher module prices under the domestic content requirement (DCR) mandate. This could lead to delays in rooftop, C&amp;I, and open-access projects, working capital pressure on EPC companies and MSMEs, and supply chain disruptions across ancillary industries.</p>
<p>RSA also noted that India’s manufacturing ecosystem remains heavily dependent on mono PERC technology, while market demand is increasingly shifting toward TOPCon technology. This, it said, adds another layer of complexity to the transition.</p>
<p>Echoing similar sentiments, Ajay Yadav, President of the Renewable Energy Association of Rajasthan (<a href="https://www.rear.org.in/" target="_blank" rel="noopener">REAR</a>), said, “EPC contractors and developers are just not ready for this. This is premature from MNRE and shows a lack of planning. The ones who are going to suffer the most are the small players who cater to residential and C&amp;I projects.”</p>
<p>Yadav noted that the exemption clauses are also unclear and require extensive paperwork and inspections, which are practically not feasible. It will add to the clutter and chaos. “Just take the example of inspection by electrical inspectors, which is just not a practical option. There is no traceability to confirm the exact volume of cells used in the modules that have been procured from the ALMM List II.”</p>
<p>There is also no mention of the developers who had already placed their orders and made the payments. “It seems that the mandate has been issued only to make the manufacturers happy,” he said.</p>
<p>Calling for a minimum three-month postponement of the mandate, Yadav noted that module prices have already started going up by ₹1.5 (~$0.0156)/W-₹2 (~$0.0209)/W, and they could go further up.</p>
<p><strong>Boost for Solar Manufacturing Ecosystem</strong></p>
<p>While developers and EPC contractors assess the implications of the mandate, manufacturers are pleased with the MNRE’s decision.</p>
<p>The total enlisted capacity under ALMM List II now <a href="https://www.mercomindia.com/solar-cell-capacity-under-almm-list-ii-nears-30-gw" target="_blank" rel="noopener">stands</a> at 30.509 MW, and the cumulative module manufacturing capacity under ALMM <a href="https://www.mercomindia.com/solar-module-capacity-under-almm-rises-to-193-gw" target="_blank" rel="noopener">reached</a> 193.14 GW by the end of April.</p>
<p>Ganesh Moorthi, Chief Technology Officer at <a href="https://www.luminousindia.com/?srsltid=AfmBOooDe-4Zik19MRmfuTNed2D1o3ThcnI2DzLM0PK77TZ7ILg4A21s" target="_blank" rel="noopener">Luminous Power Technologies</a>, said, “The implementation of the DCR mandate from June 1 marks a significant step towards strengthening India’s solar manufacturing ecosystem. The move is expected to accelerate investment across the solar value chain, improve supply chain resilience, and create long-term opportunities for domestic manufacturers. It will also encourage healthy competition while driving greater focus on R&amp;D, technology innovation, and quality enhancement across the industry.”</p>
<p>Manufacturers were particularly happy about policy continuity, even though they spoke of the possibility of short-term cell shortages.</p>
<p>Avinash Hiranandani, Vice Chairman and Managing Director at <a href="https://www.renewsysworld.com/" target="_blank" rel="noopener">RenewSys</a>, said, “It’s a good move. We are ready for it. This shows the government’s focus on continuity in regulatory matters, a key factor in advancing the solar industry. I agree there is a shortage of TOPCon cells to some extent, but we have an ample supply of mono PERC cells which can be used.”</p>
<p>“Also, one should consider the fact that it takes huge investments to put a cell line and ramp up production, so if the deadline had been deferred, then it would have been a big setback for the manufacturers,” he said.</p>
<p><strong>Way Forward</strong></p>
<p>To ensure smoother implementation, RSA recommended a phased, calibrated rollout of the ALMM-II mandate, transitional support for ongoing projects, reassessment of timelines based on manufacturing readiness, and improved alignment between policy execution and technology scalability.</p>
<p>Yadav said that MNRE should have a portal, like the one for the PM Surya Ghar program, to track modules and cells and serve as a database for verification. “Otherwise, there is no practical way to verify compliance through on-site verification and paperwork. There are many loopholes in the order that smart players can exploit.”</p>
<p>MNRE’s decision to go ahead with ALMM-II points to a widening divide within the solar industry. While manufacturers welcome policy stability, developers and EPC contractors want a more flexible transition to protect ongoing projects, avoid cost escalations, and maintain momentum in renewable energy deployment.</p>


Developers, EPC Players Wary as MNRE Sticks to ALMM Solar Cells Mandate

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">MNRE</a>) has directed renewable energy developers to submit requests for exemption from compliance with the Approved List of Models and Manufacturers (ALMM) List-II for solar cells only through the dedicated domestic content requirement (DCR) portal.</p>
<p>The requests must be submitted along with all the supporting documents and evidence.</p>
<p>The DCR Portal can be accessed at: <a href="https://solardcrportal.nise.res.in/" target="_blank" rel="noopener">solardcrportal.nise.res.in</a></p>
<p>The advisory follows MNRE’s memorandum <a href="https://www.mercomindia.com/almm-june-1-mandate-for-solar-cells-stays-mnre-rules-out-blanket-extension" target="_blank" rel="noopener">concerning</a> compliance with ALMM List-II and protection of investments already made. In the memorandum, MNRE ruled out a blanket extension of the ALMM List II deadline beyond June 1.</p>
<p>However, the memorandum sets out two categories of projects that may seek exemption from ALMM List-II compliance for solar cells.</p>
<ul>
<li>Category I covers projects in which 100% of the required solar modules were installed at the project site before June 1, 2026, but the project was not commissioned before that date. To qualify, developers must submit approval or certification from the Electrical Inspectorate to the government for DC-side installations, including solar module installations.</li>
<li>Category II covers projects for which effective steps had been taken to ground the project, but the project was not commissioned before June 1, 2026. Under this route, the developer must demonstrate clear possession of at least 75% of the land required for the project and financial closure before June 1, 2026, as well as receipt of an in-principle grant of connectivity, approval of electrical drawings, and either the arrival of 100% of the required solar modules at the project site before the notification date or the installation of more than 50% of the required modules at the project site before the deadline.</li>
</ul>
<p>MNRE has also stated that no physical applications will be accepted. Developers must ensure that all information and documentary evidence uploaded on the portal is complete, accurate, and duly authenticated.</p>

MNRE Sets DCR Portal Route for ALMM List-II Extension Requests

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">MNRE</a>) has declared that there will be no blanket extension of the Approved List of Models and Manufacturers (ALMM) List-II deadline beyond June 1, 2026.</p>
<p>All net-metering and open-access renewable energy projects commissioned on or after June 1, 2026, must source their solar modules from ALMM List-I and solar cells from ALMM List-II.</p>
<p>MNRE said projects where solar modules had already arrived at the site, where installation had been completed but commissioning had not occurred, or where effective steps had been taken by developers to ground the project, may be considered for a time extension on a case-by-case basis.</p>
<p>Such protection will apply only after an objective assessment of supporting documents and only to net-metering and open-access projects where the investment already made merits protection in the public interest.</p>
<p>The MNRE order, issued less than a week before the ALMM List-II mandate kicks in, follows several discussions with industry representatives, including solar manufacturers and developers.</p>
<p>It notes a broad consensus that policy stability should be maintained to ensure long-term investor confidence in India’s solar manufacturing sector.</p>
<p>The order also refers to the Department of Expenditure’s April 29, 2026, memorandum on ‘Force Majeure Clause,’ which says the ongoing West Asia situation should be treated as war for force majeure.</p>
<p>The clause states that where disruptions arising from the prevailing situation in West Asia directly affect contractual obligations for goods, services, construction, or works contracts with government agencies, procuring entities may invoke force majeure.</p>
<p>It also allows extension of contractual obligations that were to be completed on or after February 28, 2026, by at least two months and up to four months, without cost or penalty, subject to case-by-case examination.</p>
<p>The order sets out two broad categories of projects that may seek exemption from ALMM List-II compliance for solar cells.</p>
<ul>

<p>All claims must be submitted by renewable energy developers via the portal developed by the National Institute of Solar Energy, in the required format, by June 30, 2026.</p>
<p>Claims will be examined by an expert committee to recommend project-wise, case-by-case claims based on the documents submitted by developers. The committee may also conduct field inspections where necessary.</p>
<p>Consumers under the PM Surya Ghar: Muft Bijli Yojana may <a href="https://www.mercomindia.com/mnre-eases-surya-ghar-rules-for-non-dcr-consumers-to-forgo-central-subsidy">opt</a> to forgo central financial assistance through the ‘Give It Up’ campaign, enabling broader access to the program.</p>
<p>Residential net-metering consumers opting for ‘Give It Up’ will continue to be governed by the PM Surya Ghar guidelines until the end of the scheme, March 31, 2027, and must apply only through the national PM Surya Ghar portal.</p>

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">MNRE</a>) has expanded the Approved List of Models and Manufacturers (ALMM) List-II for solar cells in its seventh revision.</p>
<p><a href="https://www.renewsysworld.com/" target="_blank" rel="noopener">RenewSys India</a> has entered the ALMM List-II with 452 MW of bifacial N-Type TOPCon solar cells at its manufacturing facility in the Ranga Reddy district of Telangana.</p>
<p>The enlisted model RESERV 71P of solar cells has dimensions of 182.2 mm × 183.75 mm, 16 BB, with no bus bars.</p>
<p>The bifacial cells have an average solar efficiency of 24.6% and an average wattage of 8.23 W, with an efficiency range of 24% to 25.6% and a wattage range of 8.03 W to 8.54 W.</p>
<p>The enlistment will be valid until April 29, 2030.</p>
<p>The total enlisted capacity under ALMM List II now stands at 30.509 MW from 30.057 MW in April.</p>
<p>India added nearly 119 GW of solar modules and over 9 GW of solar cell capacity in 2025, according to <a href="https://www.mercomindia.com/product/state-solar-manufacturing-india-2026" target="_blank" rel="noopener">Mercom India’s State of Solar PV Manufacturing in India 2026</a> report.</p>
<p>The manufacturing expansion was driven by demand from India’s large utility-scale solar project pipeline, residential rooftop targets, the PM Surya Ghar program, and the ALMM List-II domestic cell mandate. As a result of these policy initiatives, the country’s cumulative module manufacturing capacity reached approximately 210 GW, while cumulative cell capacity stood at roughly 27 GW by December 2025.</p>
<p>India’s solar cell manufacturing is expanding but continues to <a href="https://www.mercomindia.com/why-indias-solar-cell-production-lags-behind-module-manufacturing" target="_blank" rel="noopener">lag behind</a> module capacity due to higher capital intensity, technological complexity, and reliance on imports. While policy support through the production-linked incentive program, domestic content requirement mandates, and ALMM is driving growth and encouraging backward integration, domestic production still falls short of demand. Rapid technology shifts add investment risk, as cell manufacturing requires advanced equipment, cleanroom infrastructure, and continuous upgrades. Despite these challenges, new integrated facilities are expected to narrow the gap over time, although cost and technology barriers remain key constraints.</p>
<p>Last October, MNRE <a href="https://www.mercomindia.com/mnre-wants-solar-tenders-scrapped-for-circumventing-almm-mandate-for-cells" target="_blank" rel="noopener">took</a> serious note of government agencies issuing tenders with short bid submission timelines, clearly intended to circumvent the ALMM mandate on solar cells. It stated that any existing tenders with short bidding timelines that were issued without complying with the General Financial Rules and Central Vigilance Commission regulations must, if necessary, be scrapped and new bids issued in full compliance with the rules.</p>
<p>Earlier, to accelerate its push to create domestic manufacturing capacity across the solar value chain, the government <a href="https://www.mercomindia.com/mnre-proposes-almm-for-wafers-ingots-in-solar-backward-integration-push" target="_blank" rel="noopener">proposed</a> mandating the use of India-made wafers under ALMM starting June 1, 2028. MNRE, in a draft amendment to the ALMM order, proposed creating an ALMM List-III for wafers, on the lines of solar modules and cells.</p>
<p>The ALMM for solar wafers will not be issued unless it includes at least three wafer manufacturing units that operate independently and are not under common ownership or control, with an aggregate wafer manufacturing capacity of 15 GW per year.</p>

					</table><p>India added nearly 119 GW of solar module and over 9 GW of solar cell capacity in 2025, according to <a href="https://www.mercomindia.com/product/state-solar-manufacturing-india-2026" target="_blank" rel="noopener">Mercom India’s State of Solar PV Manufacturing in India 2026</a> report.</p>
<p>The manufacturing expansion was driven by demand from India’s large utility-scale solar project pipeline, residential rooftop targets, the PM Surya Ghar program, and the Approved List of Models and Manufacturers (ALMM) List-II domestic cell mandate.</p>
<p>As a result of these policy initiatives, the country’s cumulative module manufacturing capacity reached approximately 210 GW, while cumulative cell capacity stood at roughly 27 GW by December 2025. Of this, module capacity under ALMM List-I stood at 173.1 GW, while cell capacity under ALMM List-II was nearly 26.5 GW as of this report’s release. Currently, the ALMM-certified cell capacity accounts for only 15.3% of ALMM-certified module capacity.</p>
<p>Priya Sanjay, Managing Director at Mercom India, said the ALMM mandate was the primary driver of growth in the solar manufacturing segment. The pace is accelerated by the June deadline, when it becomes compulsory to use domestic modules with cells made in India for most projects, except behind-the-meter projects.</p>
<p>She added that the PM Surya Ghar program has increased demand, as the government has mandated domestic content requirements (DCR) for modules under the program. Additionally, several open access solar projects for commercial and industrial (C&amp;I) customers are being operationalized, adding to the growth.</p>
<p>The top 10 manufacturers accounted for 44% of the cumulative module capacity and 99.5% of the cumulative cell production capacity, highlighting a high level of consolidation in the sector.</p>
<p>In terms of technology, monocrystalline cells accounted for more than 57% of production capacity, followed by TOPCon at over 39%. Polycrystalline cells accounted for a small share, approximately 3.5%.</p>
<p>“Domestic cell manufacturing capacity is expected to begin increasing on paper after March based on commissioning timelines, ahead of the ALMM domestic cell mandate taking effect in June. However, newly commissioned production lines typically take about eight months to stabilize and reach optimal yields. As a result, installed capacity may appear to rise after March, but the effective supply available to module manufacturers will increase more gradually, with meaningful availability likely emerging only toward the end of the year as new facilities complete their stabilization cycles,” said Raj Prabhu, CEO of Mercom Capital Group.</p>
<p>TOPCon dominated module manufacturing by the end of 2025, accounting for around 70% of the module production installed capacity, followed by monocrystalline modules at more than 25%. Polycrystalline and thin-film modules each accounted for roughly 2%.</p>
<p>Heterojunction Technology (HJT) module manufacturing capacity, accounting for approximately 1% of the total capacity added, was included for the first time.</p>
<p>“Solar module manufacturing in India is ripe for consolidation. Declining mono PERC demand, lower utilization at smaller facilities, and rising capital requirements are shifting market share toward larger, integrated, and more efficient manufacturers,” added Prabhu.</p>

<p>Gujarat emerged as the leading module manufacturing hub as of December 2025, accounting for about 45% of module production capacity, followed by Rajasthan with 10% and Tamil Nadu with 7%.</p>
<p>In cell manufacturing as well, Gujarat led among states, accounting for 45% of the total production capacity. It was followed by Tamil Nadu and Karnataka at 16% and 13%, respectively.</p>
<p>Commenting on Gujarat leading the way in the solar manufacturing business, Sanjay said that the state is well-positioned geographically and has the basic infrastructure for solar manufacturing companies to establish their facilities.</p>
<p>“The state is close to Rajasthan and Maharashtra, major solar markets, contributing to Gujarat&#8217;s success. Also, in terms of exports and imports, it has ports, which give it the tailwind as compared to other states. The government is very keen on supporting existing industries and attracting new ones to the state. This has led to the growth of industry clusters in the state, which further contributes to the growth of the solar manufacturing business,” Sanjay noted.</p>

<p>Despite strong domestic capacity additions, India imported around 99 GW of solar modules and cells in 2025, with cells accounting for 75% of the imports.</p>
<p>Domestic manufacturers exported roughly 5 GW of modules and 192 MW of cells. The U.S. emerged as the largest market for modules, with 96.8% of total exports going to the country, while 57% of cell exports went to the UAE.</p>

India Added 119 GW Solar Module and 9 GW Cell Capacity in 2025

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) has added two new entrants, <a href="https://www.easyphotovoltech.com/" target="_blank" rel="noopener">Easy Photovoltech</a> and <a href="https://akshayasolar.com/" target="_blank" rel="noopener">Akshaya Solar Power</a> (India), to the Approved List of Module Manufacturers (ALMM), adding 81 MW and 33 MW of capacity, respectively.</p>
<p>However, the cumulative module manufacturing capacity decreased to 67,188 MW from 67,401 MW due to the registration expiration of some companies.</p>
<p>The number of solar module manufacturers under ALMM has increased to 92 after these additions.</p>
<p>FS India Solar Ventures, <a href="https://www.renew.com/" target="_blank" rel="noopener">ReNew Photovoltaics</a>, <a href="https://bluebirdsolar.com/?srsltid=AfmBOop4Nq9uTCNDktv0-PR1_VrZ-kchj6ztzr92NVnxS3VxqDo7JIM8" target="_blank" rel="noopener">Blue Bird Solar</a>, and <a href="https://australianpremiumsolar.co.in/" target="_blank" rel="noopener">Australian Premium Solar</a> (India) were included in the provisional ALMM list with an applied capacity of 7,454 MW.</p>
<p>Provisional ALMM enlistment is granted within seven days of BIS certification. A time limit of two months is provided for factory inspection and final enlistment, failing which the provisional enlistment will be deemed the final enlistment.</p>
<p>MNRE last <a href="https://www.mercomindia.com/mnre-adds-3-gw-of-solar-module-capacity-to-almm" target="_blank" rel="noopener">updated</a> the ALMM in January this year. These updates included an addition of 3,015 MW of new capacity. New entries to the list included BVG India adding 367 MW, KLK Ventures adding 33 MW, and SAN Energy and Solution adding 27 MW to the total added capacity. Rayzon Solar, Sova Solar, Spark Solar Technologies, Swelect HHV Solar, and Vikram Solar increased their capacity by 1,369 MW, 765 MW, 82 MW, 76 MW, and 296 MW, respectively.</p>
<p>The introduction of ALMM has helped the domestic capacity of solar modules grow in recent years. Certain government projects mandate the use of modules included in ALMM. Solar cells will also come under the ambit of ALMM from June 1, 2026. The ministry <a href="https://www.mercomindia.com/list-ii-for-solar-cells-into-force-from-june-2026" target="_blank" rel="noopener">introduced</a> the ALMM List-II for solar cells last December.</p>
<p>According to Mercom’s State of Solar PV Manufacturing in India 1H 2024 Report, India <a href="https://www.mercomindia.com/india-module-manufacturing-capacity-2024" target="_blank" rel="noopener">added</a> 11.3 GW of solar modules and 2 GW of cell manufacturing capacity in the first six months of 2024. The capacity additions were driven by the reinstatement of the ALMM mandate in April this year.</p>
