					</table><p>Indian Oil Corporation (<a href="https://iocl.com/">IOC</a>) has invited bids for the comprehensive annual rate contract for the operation and maintenance (O&amp;M) of a 5 MW solar power project at IOC’s Rawra facility in Jodhpur, Rajasthan, for a period of three years.</p>
<p>A rate contract involves the supply of goods as well as the provision of labor and services.</p>
<p>The contractor will be responsible for all types of preventive, scheduled, and breakdown maintenance with the objective of maximizing electricity generation.</p>
<p>They must ensure a minimum performance ratio of 76%, subject to 99.6% grid availability.</p>
<p>The last date to submit the bids is April 7, 2023. Bids will be opened the next day.</p>
<p>Bidders must submit an earnest money deposit of ₹167,100 (~$2,022). The successful bidder must submit a performance security of 3% of the nominal contract value within 15 days of receiving the acceptance letter.</p>
<p>Bidders must have a minimum annual turnover of ₹3.34 million (~$40,420) during any one of the preceding three financial years.</p>
<p>They should have previously completed the O&amp;M of grid-connected solar power project or projects with 1 MW or above capacity in India, with a contract duration of a minimum of two years, as a main contractor or as a sub-contractor, during the last seven years.</p>
<p>In cases where the bidder has completed one such similar work, the cost should not be less than ₹2.79 million (~$33,765). In the case of two similar works, each of them should not cost less than ₹2.23 million (~$26,988), and not cost less than ₹1.67 million (~$20,211) for three similar works.</p>
<p>In February, IOC <a href="https://www.mercomindia.com/indian-oil-invites-4-5-mw-solar-in-tamil-nadu" target="_blank" rel="noopener">invited</a> bids for comprehensive O&amp;M of a 4.5 MW grid interactive ground-mounted solar power project at Narimanam, Tamil Nadu.</p>
<p>Recently, IOC <a href="https://www.mercomindia.com/indianoil-subsidiary-expand-green-energy-businesses" target="_blank" rel="noopener">said</a> it would consolidate its current green assets under one umbrella to bolster the expansion across all verticals, including biofuels, renewables, green hydrogen, carbon offsets, and carbon capture, utilization, and storage. The IOC board approved the formation of a wholly-owned subsidiary, subject to NITI Aayog and the finance ministry&#8217;s approval, to help the company expand its operations into low-carbon, new, clean, and green energy businesses.</p>

<p><strong><a href="https://mercomindia.com/coal-india-epc-contractor-810-mw-solar-project/" target="_blank" rel="noopener">Coal India has issued a request for expression of interest from engineering, procurement, and construction (EPC) contractors for 810 MW of solar projects in Rajasthan Rajya Vidyut Utpadan Nigam’s solar park in Bikaner, Rajasthan.</a></strong> The last day to submit the bids is February 13, 2023. The scope of work will encompass a complete turnkey EPC solution for the project, including the supply of solar modules and the balance of system. The supply of solar modules could, however, be excluded from the scope.</p>
<p><strong><a href="https://mercomindia.com/coal-india-subsidiary-bids-4-mw-solar-jharkhand/" target="_blank" rel="noopener">Central Mine Planning and Design Institute, a wholly-owned subsidiary of Coal India, has invited bids for installing and commissioning a 4 MW grid-connected solar project for Central Coalfields in the Giridih area of Jharkhand.</a></strong> The successful bidder will also have to take care of the project’s operation and maintenance for five years. The last date to submit the bids is February 28, 2023. Bids will be opened on March 1.</p>
<p><strong><a href="https://mercomindia.com/west-bengal-om-tender-10-mw-solar-project/" target="_blank" rel="noopener">West Bengal State Electricity Distribution Company has invited bids for a three-year operation and maintenance contract for an existing 10 MW solar power project at Santaldih in the Purulia district of West Bengal.</a></strong> The last date to submit the bids online is February 24, 2023. Bids will be opened on February 28. The project’s estimated cost is ₹11.69 million (~$142,679).</p>
<p><strong><a href="https://mercomindia.com/indian-oil-invites-4-5-mw-solar-in-tamil-nadu/" target="_blank" rel="noopener">Indian Oil Corporation has invited bids for the comprehensive operation and maintenance of a 4.5 MW grid interactive ground-mounted solar power project at Narimanam, Tamil Nadu.</a> </strong>The last date for the submission of bids is February 4, 2023. Bids will be opened after four days on February 9. The project’s estimated cost, including GST for four years, is ₹36.3 million (~$444,458).</p>
<p><strong><a href="https://mercomindia.com/totalenergies-half-300-million-renewables-portfolio/" target="_blank" rel="noopener">France-based energy conglomerate TotalEnergies said it had sold 50% of a 234 MW portfolio of renewable projects to insurance group Crédit Agricole Assurances.</a></strong> The company said that the transaction implied an enterprise value of $300 million (100%) for the portfolio, which is equivalent to 16 times the EBITDA. The portfolio includes 29 solar and wind projects, of which 25 projects totaling 180 MW are already operational while four others of 54 MW capacity will be commissioned in the first half of 2023, TotalEnergies said.</p>
<p><strong><a href="https://mercomindia.com/stanford-find-reason-failure-of-lithium-batteries/" target="_blank" rel="noopener">Researchers from Stanford University and SLAC National Accelerator Laboratory said they had solved the mystery behind the persistent problem of short-circuit and failure in new lithium metal batteries.</a> </strong>The team identified that the problem comes down to nanoscale defects and mechanical stress, especially during potent charging.</p>

					</table><p>Indian Oil Corporation (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>) has invited bids from consultants for project management consultancy services to set up a 2.25 MW of grid-connected ground-mounted solar power project at its Liquefied Petroleum Gas (LPG) bottling plant in Jabalpur, Madhya Pradesh.</p>
<p>The last date to submit the bids is September 24, 2022. Bids will be opened on September 26.</p>
<p>The project&#8217;s estimated cost is ₹2.006 million (~$25,120).</p>
<p>Bidders are not required to pay any earnest money deposit to participate in the tender.</p>
<p>The selected bidder must furnish 3% of the work order value as a security deposit.</p>
<p>The consultant will be contracted with the IOC for up to 12 months from the solar power project&#8217;s commissioning date.</p>
<p>The project management consultant will assist IOC in managing the proposed 2.25 MW solar project.</p>
<p>Bidders should have experience in executing three similar orders, each costing not less than ₹601,799 (~$7,536), which is 30% of the contract value, or two similar works, each costing not less than ₹802,399 (~$10,048), which is 40% of the contract value, or one similar work costing not less than ₹1.003 million (~$12,560), which is 50% of the contract value during the last five years.</p>
<p>Bidders should have provided project management consultancy services for a commissioned solar project of a capacity not less than 2.25 MW connected to the nearby grid substation through an evacuation line in India during the last three years.</p>
<p>The annual turnover of bidders during any of the last three financial years should be at least ₹1.204 million (60% of the estimated value).</p>
<p>In May this year, IOC <a href="https://mercomindia.com/indian-oil-tender-2-25-mw-solar-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids for consultancy services to set up another 2.25 MW solar project at its LPG bottling plant in Jabalpur. Consultants were required to help with the long-term open access and project registration with the renewable energy department of Madhya Pradesh.</p>
<p>Earlier, IOC <a href="https://mercomindia.com/indian-oil-floats-empanelment-tender/" target="_blank" rel="noopener">invited</a> bids to empanel vendors to develop solar projects at its locations and retail outlets across India. The scope of work included the design, engineering, testing, supply, packing, transportation, storage, installation, and commissioning of the project.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, IOC has floated tenders for 64 MW of solar projects.</p>


Indian Oil Seeks Consultants for a 2.5 MW Solar Project in Madhya Pradesh

<p>The Indian Oil Corporation Limited (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>) has invited bids from engineering, procurement, and construction (EPC) contractors to set up a 2 MW ground-mounted on-grid solar photovoltaic (PV) project at its LPG Bottling Plant at Tikri Kalan, Delhi. This will be a captive project with net metering facility to be executed on a lump-sum turnkey basis.</p>
<p>IOCL has invited EPC contractors through a tender inclusive of a one-year comprehensive operation and maintenance (O&amp;M) and a further O&amp;M for four years.</p>
<p>The last date for submission of bids is July 12, 2021, and the techno-commercial bid would be opened on July 13, 2021.</p>
<p>Part A of the tender covers the comprehensive O&amp;M of the PV project and power evacuation infrastructure for one year from the date of successful project commissioning. Part B of the tender deals with the plant and power evacuation infrastructure for another four years from the date of completion of work mentioned in Part A.</p>
<p>Part A’s completion time is 18 months – six months for project commissioning and an additional 12 months of O&amp;M – from the date of handing over the site to the winning bidder; Part B’s completion time is 48 months from the date of completion of Part A.</p>
<p>The bid security deposit and earnest money deposit have been waived off; however, bidders are required to submit the bid security declaration.</p>
<p>The minimum annual turnover of the prospective bidders during any of the preceding three financial years (the financial year 2017-18, 2018-19, and 2019-20) should be at least ₹49.3 million (~$665,863).</p>
<p>During any of the preceding three financial years, the annual turnover of the bidders should be at least 60% of the annualized estimated value of work under consideration, where the completed period is more than one year. In other cases where the completion period is less than a year, the annual turnover should be at least 60% of the estimated value of the work under consideration in any of the three preceding financial years.</p>
<p>The bidder must have executed similar works in the last five years until May 31, 2021, as explained in the table below.</p>

EPC Tender Announced for a 2 MW Solar Project at Indian Oil’s LPG Plant in Delhi

<p>The U.S.-based <a href="https://www.bloomenergy.com/company" target="_blank" rel="noopener noreferrer">Bloom Energy</a> along with real estate developer Atelier Global, India’s leading natural gas companies GAIL (India) Limited and <a href="https://www.iocl.com/" target="_blank" rel="noopener noreferrer">Indian Oil Corporation</a>, and US-India Strategic Partnership Forum (USISPF), recently announced a first-of-its-kind commercial real estate development in Bangalore that will be powered by clean reliable electricity generated on-site using natural gas.</p>
<p>Atelier, an architecture and design firm, has conceptualized Whitefield Tower, a business-hospitality development with 6.9 lakh square feet in Bengaluru city for which one megawatt of power will be provided by Bloom Energy Servers running on natural gas supplied by GAIL.</p>
<p>Founded and led by chairman and CEO K.R Sridhar, an entrepreneur originally from India, Bloom Energy, a manufacturer of solid oxide fuel cell technology products, has developed Bloom Energy Server, a commercially available electricity generation device. The company will provide an on-site electric power solution for the Whitefield Tower, which is currently under construction.</p>
<p>According to the company statement, it produces power without combustion through an electrochemical process which generates virtually no smog-forming emissions. Bloom Energy Servers can operate using natural gas, biogas from landfills, food or animal waste, or hydrogen as fuel.</p>
<p>It will be the first natural gas-powered solid oxide fuel cell project in India since the launch of the U.S.-India Gas Task Force.</p>
<p>The task force was established by Minister of Petroleum and Natural Gas Dharmendra Pradhan and U.S. Department of Energy (DOE) Secretary Rick Perry in April 2018 to support the Indian government&#8217;s goal to increase the share of natural gas in India’s energy mix from 6.5% to 15% by 2030, states the press statement.</p>
<p>According to the company statement, the Whitefield Tower will be constructed on 87,000 square feet with floor plates, large spans measuring 15 meters, fresh air architecture, central core design, 4.5-meter heights, and 100% daylight harvesting. The building will have a double-skinned façade with shading louvers to avoid glare and heat.</p>
<p>A company spokesperson told Mercom that upon completion, the power required by the Whitefield Tower would be just 1.2 MW compared to 9 MW of electricity needed by such buildings in general.</p>
<p>She said, “The structure is designed in such a way that it gets ample sunlight during the daytime and as the day falls, it will require only 1.2 MW of power which will be generated through Bloom Energy Server.”</p>
<p>The company spokesperson maintained that unlike solar panels which require water to clean, the server doesn’t require water for its maintenance. So, there’s no wastage of water, and it requires less space to set up.</p>
<p>“The Whitefield Tower development is a fine example of the potential of natural gas power to transform electricity generation in India,” said Bhuwan Chandra Tripathi, former chairman of GAIL.</p>
<p>Meanwhile, Nolty Theriot, senior vice-president, USISPF, said, “Creating a regulatory environment in which natural gas projects can thrive is a win-win for India and the United States. India has an opportunity to accelerate the shift to reliable power, and further developing gas markets in India will both enhance the viability of existing long-term contracts for U.S. gas in India and create significant business opportunities for U.S. energy companies.&#8221;</p>
<p>According to a report by <a href="https://mercomcapital.com/product/q2-2019-funding-and-ma-report-for-storage-grid-efficiency/" target="_blank" rel="noopener noreferrer">Mercom Capital Group</a>, a wholesale energy provider and subsidiary of Southern Company, made an investment into utility-scale fuel cell generation with Bloom Energy. The investment will support the repowering of an existing fuel cell project located on two sites in New Castle and Newark, Delaware, which currently consist of 30 MW of Bloom Energy Servers.</p>
<p>In September 2018, Mercom Research noted that Bloom Energy <a href="https://www.bloomenergy.com/newsroom/press-releases/key-equipment-finance-provides-100-million-financing-bloom-energy" target="_blank" rel="noopener noreferrer">received</a> $100 million in project financing for new commercial and industrial fuel cell deployments in the U.S. from Key Equipment Finance, a bank-held equipment finance company and an affiliate of KeyCorp.</p>
