					</table><p>The Joint Electricity Regulatory Commission <a href="https://www.mercomindia.com/jerc-releases-draft-resource-adequacy-regulations-for-goa-and-union-territories" target="_blank" rel="noopener">released</a> draft resource adequacy regulations for the state of Goa and the union territories of Andaman and Nicobar, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep, and Puducherry. The regulations aim to enable the implementation of the resource adequacy framework by outlining a mechanism for planning the generation and transmission of resources to reliably meet the projected demand in compliance with specified reliability standards.</p>
<p>The Uttar Pradesh Electricity Regulatory Commission <a href="https://www.mercomindia.com/uttar-pradesh-deviations-solar-tender" target="_blank" rel="noopener">approved</a> the Uttar Pradesh New and Renewable Energy Development Agency’s (UPNEDA) revised tender to supply 3,205 MW of solar power to Uttar Pradesh Power Corporation under Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan Component C2. Component (C-2) under the KUSUM program includes the solarization of segregated agriculture feeders in the state.</p>
<p>THDC India <a href="https://www.mercomindia.com/thdc-india-floats-tender-for-100-mw-solar-projects-in-karnataka" target="_blank" rel="noopener">invited</a> bids to set up 100.1 MW/135 MWp ground-mounted solar power projects at Karnataka Power Corporation’s thermal projects in Bellary and Raichur, Karnataka. Selected bidders must design, engineer, procure, and supply 100.1MW/135.2 MWp solar projects by empanelled vendors of THDC in an engineering procurement and construction mode. They must also operate and maintain the facilities for three years.</p>
<p>Emirates Water and Electricity Company (EWEC) <a href="https://www.mercomindia.com/ewec-1500-mw-zarraf-solar-project-abu-dhabi" target="_blank" rel="noopener">issued</a> request for proposals (RfP) from select developers for the 1,500 MW Zarraf solar photovoltaic project. EWEC had received expressions of interest from 20 companies and consortiums, with 16 qualifying for the RfP stage. The RfP outlines detailed requirements and technical parameters for the project, allowing potential developers to submit their proposals. The scope of work includes the development, financing, construction, operation, and maintenance of the project.</p>
<p>UPNEDA <a href="https://www.mercomindia.com/uttar-pradesh-invites-eoi-for-1-3-gw-solar-projects-in-jhansi" target="_blank" rel="noopener">invited</a> expressions of interest for 1.3 GW solar power projects in Jhansi, Uttar Pradesh. The projects will be developed on a build-own-operate basis in Garautha and Mauranipur tehsils. The projects will be developed on 5,508 acres of land, comprising 957 acres of government land leased to the developers for 30 years and 4,551 acres of private land to be arranged by the developers. The projects will also utilize wastelands. The land is distributed across three contiguous parcels in nine villages of the Garautha tehsil and one contiguous parcel in a village of the Mauranipur tehsil.</p>
<p>Odisha Renewable Energy Development Agency (OREDA) <a href="https://www.mercomindia.com/odisha-issues-empanelment-tender-for-10-mw-rooftop-solar-projects" target="_blank" rel="noopener">issued</a> a request for empanelment for the design, engineering, supply, installation, testing, and commissioning of grid-connected rooftop solar systems of up to 10 MW cumulative capacity. Bids must be submitted by January 27, 2025. Selected bidders must ensure a remote communication facility is available at each project location. Successful bidders must commission the net meter at the project site and complete the load/contract demand enhancement. They must undertake scheduled, corrective, and breakdown maintenance for five years from the contract award.</p>
<p>OREDA <a href="https://www.mercomindia.com/odisha-issues-eoi-for-rooftop-solar-feasibility-survey" target="_blank" rel="noopener">invited</a> expressions of interest to conduct detailed surveys and prepare feasibility reports for grid-connected rooftop solar power projects. OREDA plans to install solar projects on 1,502 government buildings across the state, covering areas under four distribution companies — TP Central Odisha, TP Western Odisha, TP Northern Odisha, and TP Southern Odisha. Bids must be submitted by February 10, 2025. Bids will be opened on February 15. Bidders must submit a bid security of ₹2 million (~$23,095), an application fee of ₹10,000 (~$115.48) plus 18% GST, and a processing fee of ₹1,000 (~$11.55) plus 18% GST.</p>

<p>China’s Ministry of Commerce <a href="https://www.mercomindia.com/china-anti-dumping-polysilicon-us-korea" target="_blank" rel="noopener">decided</a> to initiate a sunset review investigation into anti-dumping duties applicable to solar-grade polysilicon imports from the U.S. and South Korea starting January 14, 2025. The investigation period is from January 1, 2024, to December 31, 2024, and the injury investigation period is from January 1, 2020, to December 31, 2024. The investigation covers solar-grade polysilicon products mainly used for producing monocrystalline silicon rods and polysilicon ingots, essential for crystalline silicon photovoltaic cells.</p>

					</table><p>The Chennai Petroleum Corporation (<a href="https://cpcl.co.in/" target="_blank" rel="noopener">CPCL</a>) has issued a tender to install a green hydrogen generation unit (GHGU) of 2 KTA capacity on a build, own, and operate (BOO) basis at CPCL’s Manali Refinery, Chennai.</p>
<p>Bids must be submitted by January 17, 2025. Bids will be opened on January 18.</p>
<p>Bidders must furnish a 1% performance guarantee of the project cost.</p>
<p>Selected bidders must source renewable energy from their solar or wind projects or purchase it from third-party energy producers during the contractual period.</p>
<p>They must design, supply, construct, test, and commission electrolyzer packages or steam methane reforming projects based on compressed biogas for generating 2,000 MT of green hydrogen annually on an 8,000-hour basis.</p>
<p>The selected bidders must implement associated facilities, including a power system package, demineralized water package, de-oxidizer package, H2 and O2 purification package, compressor package, and effluent treatment plant package with zero liquid discharge.</p>
<p>Bidders can qualify under the following criteria:</p>
<p><strong>MNRE-1</strong></p>
<p>Bidders must have been awarded a capacity for electrolyzer manufacturing under Mode-1 (Tranche I &amp; II) of the Strategic Interventions for Green Hydrogen Transition (SIGHT) program of the Ministry of New and Renewable Energy.</p>
<p><strong>MNRE-2:</strong></p>
<p>Bidders must have been awarded a capacity for hydrogen production under Mode-1 (Tranche I &amp; II) of the SIGHT program.</p>
<p><strong>BOO/BOOT: </strong></p>
<p>Bidders must have completed a project on BOO/build, own, operate, and transfer basis having hydrogen production or generation facilities during the last 15 years.</p>
<p><strong>EPC/LSTK:</strong></p>
<p>Bidders must have executed and completed an engineering, procurement, and construction (EPC), and commissioning lump-sum turnkey contract with single-point responsibility.</p>
<p>The contract must have involved project management, EPC, pre-commissioning, and commissioning or commissioning assistance for a new process or power project in the oil and gas sector, fertilizer or power project during the last 15 years.</p>
<p>Bidders must have a minimum combined capital investment or executed purchase orders of ₹2.55 billion (~$29.64 million).</p>
<p>Bidders must have an annual average turnover of ₹400 million (~$4.6 million) during at least one of the preceding three years.</p>
<p>Bidders must have a net worth greater than or equal to ₹300 million (~$3.4 million).</p>
<p>In August 2024, Numaligarh Refinery <a href="https://www.mercomindia.com/numaligarh-refinery-invites-bids-for-1000-mtpa-green-hydrogen-unit" target="_blank" rel="noopener">floated</a> a tender to install a 1,000 MTPA GHGU on a build, own, and operate basis and supply of gaseous green hydrogen in Assam.</p>

					</table><p>Chennai Petroleum Corporation (<a href="https://cpcl.co.in/" target="_blank" rel="noopener">CPCL</a>), a group company of Indian Oil Corporation (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>), has issued an expression of interest (EoI) for the design, manufacturing, and commissioning of the electrolyzer and related items for the production of green hydrogen at its refinery at Manali in Chennai, Tamil Nadu.</p>
<p>The last date to submit the bids is September 29, 2022. Bids will be opened the next day.</p>
<p>The unit has to be designed to run a minimum of 8,000 hours per year at 100% capacity on a continuous basis (24*7) using renewable energy and water electrolysis method to achieve a production capacity of one to five kilo tons per annum (KTPA).</p>
<p>The green hydrogen production capacity would be considered in three designs – 1 KTPA, 3 KTPA, and 5 KTPA.</p>
<p>The scope of work includes engineering, fabrication and assembly, supply of electrolyzer modules/stack along with rectifier and other accessories and spares, special tools, and tackles. The supply of Balance of Plant for hydrogen production of 99.99 % purity at 25 kg/cm2 is part of the scope.</p>
<p>All the equipment and solutions must have a one-year comprehensive warranty from the date of commissioning, along with an all-inclusive annual maintenance contract as an option for the first three years after completion of the warranty period.</p>
<p>Bidders must be engineering, procurement, and construction (EPC) contractors/ EPC management consultants with experience in completing industrial projects in the field of power, oil &amp; gas or chemical or petrochemical or hydrocarbon or fertilizer, or metal during the last ten years.</p>
<p>Bidders should be manufacturers or channel partners of water electrolyzer manufacturers. They should have supplied at least one unit of electrolyzer having a minimum hydrogen production capacity of 10 kg/hour or two or more units of total hydrogen production capacity of 20 kg/hour in the last ten years. The unit should have been operating for at least six months prior to the bid date.</p>
<p>They should have a deed of Joint Undertaking (DJU) with manufacturers who meet the technical criteria. The DJU will have to be valid for a minimum of five years.</p>
<p>In February this year, the Ministry of Power <a href="https://mercomindia.com/new-green-hydrogen-policy-step-net-zero-emissions/" target="_blank" rel="noopener">announced</a> the ‘Green Hydrogen Policy’ to help India meet the production target of 5 million tons of green hydrogen by 2030 and the related development of renewable energy capacity.</p>
<p>Following this, the country has seen multiple tenders for installing green hydrogen units.</p>
<p>In April, Oil India Limited, a Government of India enterprise, <a href="https://mercomindia.com/india-first-pure-green-hydrogen-pilot-assam/" target="_blank" rel="noopener">commissioned</a> the country’s only pure green hydrogen pilot plant with an installed capacity of 10 kilograms per day at its Jorhat Pump Station in Assam.</p>

Indian Oil Subsidiary Invites Bids to Set Up Green Hydrogen Unit at its Chennai Refinery

<p>The Chennai Petroleum Corporation Limited (<a href="https://cpcl.co.in/" target="_blank" rel="noopener">CPCL</a>), a wholly-owned subsidiary of Indian Oil Corporation Limited (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>), has invited bids for carrying out capital expenditure (CAPEX) and operating expenses (OPEX) estimation to set up a 10 MW solar project at the Cauvery basin refinery in the Nagapattinam district of Tamil Nadu.</p>
<p>The work should be completed within four weeks from the issuance of the letter of award.</p>
<p>The last date to submit the bids online is September 27, 2021. Bids will be opened the same day.</p>
<p>The scope of work includes the solar intensity and resource assessment of the project site, solar power potential simulation, and project yield analysis.</p>
<p>It also includes the evaluation of the grid-connectivity from the proposed project site and power evacuation mechanism. The study should provide the CAPEX and OPEX estimates for the selected technology and estimated project financials with sensitivity analysis.</p>
<p>The consultant&#8217;s report should also mention the project execution modality options and the project schedule for the subsequent stages of the project.</p>
<p>The successful bidder will have to furnish 3% of the contract value as the security deposit.</p>
<p>The company has stated that the contractor should establish a site office at each job site within ten days of accepting the tender and maintain it until all contractual obligations are met.</p>
<p>The contractor should not assign, sub-contract or sublet the whole or any part of the work except with the written consent of the Engineer-in-Charge.</p>
<p>IOCL recently <a href="https://mercomindia.com/indian-oil-floats-empanelment-tender/" target="_blank" rel="noopener">invited</a> bids to empanel vendors to develop solar projects at its locations and retail outlets across India. The scope of work included the design, engineering, testing, supply, packing, transportation, storage, installation, and commissioning of the project.</p>
<p>Earlier, IOCL had <a href="https://mercomindia.com/epc-tender-announced-for-solar-project/" target="_blank" rel="noopener">invited </a>bids from engineering, procurement, and construction contractors to set up a 2 MW ground-mounted on-grid solar photovoltaic project at its LPG bottling plant at Tikri Kalan, Delhi.</p>
