Solar Cell Capacity Under MNRE’s ALMM List-II Increases to 23.7 GW

The Ministry of New and Renewable Energy (MNRE) has issued the revised Approved List of Models and Manufacturers List-II for solar cells, raising the total enlisted capacity to 23.7 GW.

The Ministry added two new entries from Waaree Energies, with a cumulative solar cell capacity of 5.2 GW, at its manufacturing facility in Gujarat.

The first enlistment covers 1.3 GW/year of Mono Crystalline PERC (P-Type) bifacial solar cells with dimensions of 182.2 mm x 182.2 mm, 10 bus bars. These cells have an average efficiency of 23.55%, an average wattage of 7.78 W, an efficiency range of 22.20% to 23.50%, and a wattage range of 7.36 W to 7.75 W.

The second enlistment at the same site includes a capacity of 3.9 GW/year of Mono Crystalline TOPCon (N-Type) bifacial solar cells (M10R), with dimensions of 183.75 mm x 182.2 mm, 16 bus bars. These TOPCon cells have an average efficiency of 25.54% and an average wattage of 8.53 W, with an efficiency range of 24.40% to 25.50% and a wattage range of 8.10 W to 8.60 W.

The enlistment is valid from December 15, 2025, to December 14, 2029.

In September this year, MNRE issued the second ALMM List-II with a total enlisted capacity of 4.8 GW, raising the enlisted capacity to 17.88 GW.

To ensure backward integration, the government has also proposed mandating the use of India-made wafers under ALMM starting June 1, 2028. As per the proposed mandate, all solar cells listed in ALMM List-II must use wafers from ALMM List III (wafers). To be included in the ALMM-List III, the wafer manufacturer must also demonstrate an equivalent ingot manufacturing capacity.

In August this year, the Ministry issued the first ALMM List-II for solar cells, enlisting nine domestic manufacturers with a cumulative annual production capacity of 13.067 GW.
