SJVN has invited bids to develop 1,200 MW Inter-State Transmission System (ISTS)-connected solar projects with 600 MW/2400 MWh energy storage systems (ESS) under tariff-based competitive bidding.

The projects must be set up on a build-own-operate basis.

The last date to submit bids is October 22, 2024. Bids will be opened on October 25.

Bidders must submit ₹29,500 (~$351.59) as the cost of the document fee and ₹1.5 million (~$17,877) +18% GST for each project as a bid processing fee.

Bidders must also submit an earnest money deposit of ₹1.08 million (~$12,895)/MW per project.

A bidder can offer a minimum project capacity of 50 MW and a maximum of 600 MW in a single bid. The total capacity to be awarded is 1,200 MW.

Solar projects that are under construction, yet to be commissioned, or already commissioned but selling power on a short-term merchant basis are eligible for selection under this tender.

However, these projects must not have been accepted under state or central programs and should not be obligated to sell power to beneficiaries.

The deployment of solar technology remains technology agnostic in terms of project selection. Bidders may use crystalline silicon, thin-film, or concentrated photovoltaic  technology, with or without trackers.

Bidders must use commercially established and operational technologies to minimize technology-related risks and ensure the project’s successful commissioning.

Bidders must have a net worth equal to or greater than ₹10.82 million (~$128,957)/MW of the quoted capacity as of the last date of the financial year 2023-24) or at least seven days before the bid submission deadline.

They must have a minimum average annual turnover of ₹16.23 million (~$193,434)/MW of the quoted capacity over the last three financial years, ending on March 31, 2024.

The turnover should be supported by an audited balance sheet and profit and loss account or a certificate from a chartered accountant.

Recently, SJVN Green Energy, a wholly owned subsidiary of SJVN, issued a tender for the engineering, procurement, and construction package of a 75 MW solar project at Banka, Bihar.

In April, SJVN Green Energy invited bids to commission a 100 MW solar project in the Didwana-Kuchaman District of Rajasthan.
